# Layered Governance and Settlement: Scaling DAO Infrastructure Across Ethereum and Arbitrum

## Ethereum: The Foundation Layer for DAOs

As the pioneer of smart contracts, Ethereum remains the primary settlement and security layer for the decentralized web. It hosts the majority of DAOs, providing:

Immutable smart contract execution for governance, treasury management, and proposal voting.

High security and decentralization as the base layer (Layer 1).

A vast ecosystem of tools, standards (like ERC-20/721), and liquidity.

## Arbitrum: Scaling the Same Ethereum Vision

Arbitrum is an Ethereum Layer 2 (L2) scaling solution using optimistic rollups. It processes transactions off-chain at high speed and low cost, then batches and settles them securely on Ethereum. This means Arbitrum inherits Ethereum’s security while dramatically improving usability.

### Key Benefits for the Ecosystem

Lower costs and higher speed: Ideal for active DAO participation, such as frequent voting, micro-contributions, or running complex on-chain organizations.

Full EVM compatibility: Existing Ethereum DAOs and dApps can deploy on Arbitrum with minimal changes.

Massive ecosystem growth: It hosts numerous DAOs, DeFi protocols, and applications, with significant Total Value Secured.

Arbitrum itself is governed by the Arbitrum DAO, one of the largest and most active DAOs in the space, with a substantial treasury managed by ARB token holders. The DAO oversees protocol upgrades, grants, incentives, and ecosystem growth—perfectly mirroring how Ethereum DAOs function, but operating more efficiently.

## How They Serve the Same Purpose with DAOs

Shared Security and Trust Model: Arbitrum transactions ultimately settle on Ethereum, so both benefit from Ethereum’s robust consensus, with Arbitrum inheriting Layer 1 settlement guarantees rather than claiming identical decentralization guarantees across both layers.

Governance and Community Ownership: Ethereum hosts foundational DAOs. Arbitrum powers scalable DAOs (including its own) and hosts many project-specific DAOs for faster, cheaper operations.

Arbitrum functions as an execution extension rather than an alternative base layer. Operating governance processes across both environments lowers transaction overhead for voting and treasury administration while retaining Ethereum's underlying settlement guarantees.

## Why This Matters

By combining Ethereum base-layer settlement guarantees with Arbitrum execution throughput, decentralized organizations can manage complex governance and capital allocation at scale. This layered architecture supports sustained operational coordination while preserving underlying cryptographic security.
