**Introduction, friction in the heart**,
----------------------------------------

Recently, on January 4, 2024, we found ourselves confronted with the government of Curaçao leaking its development plans for Caracasbaai beach. The government departments involved in these plans are specifically VVRP, GMN, and CTB. The plan was to “modernize” and _develop_ a beach cherished by the people. There have been various parties both for and against these development plans.

After a few months, the people learned that the plans were bigger than initially presented, and other beaches in Curaçao, such as Lagun and Jeremi, were also in the government’s sights to be incorporated into the narrative of modernization/_development_. The way the public found out about the plans for Lagun and Jeremi was violent. Land clearing and pouring of cement foundations began within a few days without any consultation with the community.

The backlash the government faced in the weeks after showed the public’s dissatisfaction with how the current administration is handling governance. This situation has sparked a lot of discussion and friction on social media.

After noting this friction, we from Sin Kabes have reached a point where we see that we can also contribute to this discussion with a post-capitalist and decolonial economic perspective.

In the following sections, we want to offer the public a different perspective on the following concepts: _development_ and modernization. We will first introduce this with a brief analysis of the concept of _development._ For example: Where does the word come from? Why do we want to _develop_? Is it possible to do it differently?

We will combine this with a part that relates to the dialogue that already exists on social media and official platforms, for example the session in Lagun on October 14, 2024. We will also look at how we can act against the external pressure of modernization that is affecting our collective body and our environment. The solution lies in listening to your elders and your people, and not selling your soul for money—but we will elaborate more on this in the following parts.

**Development, where does it originate from?**
----------------------------------------------

We want to draw attention to the word and action we know as “_Development._” Where does it come from? Why does it exist? Is it something natural? We will examine this with the help of the book titled [_The Development Dictionary_](https://shikshantar.org/sites/default/files/PDF/Wolfgang%20Sachs-The%20Development%20Dictionary_%20A%20Guide%20to%20Knowledge%20as%20Power%2C%20Second%20Edition%20%282009%29_0.pdf) edited by Wolfgang Sachs, focusing specifically on the definition written by Gustavo Esteva.

To begin understanding _development_, we must look at where the idea of being underdeveloped began. This emerged at the end of the 1940s, but we can go even further back in history and realize that the concept resonates with the periods of colonization, during which it was dictated who was civilized and who was not. Gustavo explains that for a person to form an idea of possibly escaping a particular condition, it is necessary for them to feel they are in that condition. For example, a beach with its natural beauty may be seen as a beach without value because it does not generate money. This is not the beach’s fault, but rather how we have been conditioned to see it.

For the majority of the world, including us in Curaçao, when you feel you need to develop, it is because you feel you are underdeveloped. This even leads those who believe they need to _develop_ to feel that their own culture and beaches are not adequate enough compared to what is expected by those who are more “developed” than us.

This way of thinking does not stop at _development_; today it manifests itself as sustainable _development_—something that you often hear mentioned repeatedly in the dialogue at Lagun and also in the way the government communicates its _development_ plans for Caracasbaai, Jeremi, Daaibooi, Daniel, Cas Abou, Santa Martha, and Westpunt. Although this may sound like something different, the goal is to keep _development_ as an abstract concept, not something concrete; the word itself serves as a distraction.

Instead of intervening in this colonial manifestation, we can look back at the practices and technologies we already have. As mentioned, this concept is also affecting Curaçao, and this can be seen in the recent public discourse regarding plans to interfere with Curaçao’s public beaches such as Caracasbaai, Lagun, and Jeremi.

In the next part, we will present a transcript of the dialogue that took place in Lagun in October 2024. This is a real example of the friction that _development_ brings into our community and shows how the theory becomes alive. As we have mentioned, it is important to remember that these events are not limited to what happened at Lagun and Jeremi beaches alone. You can see this as a symptom of a larger illness.

To explain this we will start by giving context.

On October 14, 2024, the government took the initiative to give the people space to respond to the controversial development plans signed by the government of Curaçao for Playa Lagun and Jeremi. The justifications for _developing_ these beaches by Prime Minister Gilmar Pisas, architect Caldric Boon, and others are presented in the following transcript of the dialogue held at Lagun.

What we need to focus on is that this dialogue is just one documented moment of friction. And it shows that the _development_ theory we explained in the first part of this article is actively being lived out today.

**The alternative to the development of Curaçao's beaches**
===========================================================

One of the things that the indigenous people taught me (author Renzo) during my studies in “Educacion comunal” in Oaxaca, Mexico, is to understand what belongs to others and what belongs to you. How do we identify this? Another thing they taught me is that to understand what is possible in a territory, you first need to create a map (cartography) of what is available in that territory. These two practices can be applied to give us a different perspective on how to transform our beaches into places that are better for us, for the environment, and for the animals that frequent the area.

To truly understand what belongs to us (the citizens of Curaçao), we need to recognize that we live on colonized land. Most of us, our roots do not originate from this land (Curaçao), and we all arrived here one way or another. As a consequence, this has led to a lack of connection with the land/island, unlike the indigenous peoples who do have such a connection. This means that we will have more difficulty connecting with the land—it is not impossible, but simply more complicated to reach the point where we feel more connected to it. To achieve this, we can use our imagination to come up with alternative methods to discover what truly belongs to us. This includes looking around us and understanding what resources (materials such as cacti that can be used to make fences) we have and what we can produce, so we can bring about change.

Knowledge can come from many places, but if we want to do something meaningful, we must listen to the people who live connected to the land (in this case, near the beaches). What have they experienced? What have their grandparents experienced, or what have they created with the materials around them? By using the knowledge and experiences of our elders, we can challenge thoughts and actions that are not applicable here (in our environment). Most of these external ideas focus on modernity, “exploitation,” and capitalism. **This mentality is not only held by outsiders but also by our local people. You can see this clearly in the dialogue at Lagun.**

When we use the experiences of our elders, it can show us what the limitations are, what not to do according to their wisdom and connection with the land. Meanwhile, when we look at the other side of the situation, we notice that outsiders who have access to land do so because they have economic capital or inheritance from colonialism. And the crucial question is: What is the main interest of most outsiders when they develop beaches? To obtain capital and privatization. This is because they have no interest in truly knowing the land. Consequently, the only thing they can do is reproduce what they have seen elsewhere, focusing more on the capital that the beaches can generate rather than the tranquility and authenticity that make the place attractive and keep the surrounding environment alive.

Most of the time, **local people try to implement a combination of what belongs to us and what comes from outside. This causes them to fall into the trap of modernization, capitalism, and exploitation of our land.** The only thing local business owners see is which concept of a beach can make money. They try to recreate this without taking into account the local people's experience of the beach. This is not the fault of individuals but rather of external ideas (created for a specific environment) regarding modernization and development, which are a colonial inheritance. A colonial inheritance that seeks domination and benefits those who have access and capital to own the beaches.

Now that we understand that development is not something natural but rather a heritage and a colonial term, we can see what is possible for our island, our land, and specifically our beaches. Look at what is already there, listen to our elders, see what is possible with the materials around us. This way, **we will realize that our beaches are sufficient with minimal human intervention**.
