Inparticular,therecentexposureoftheso-called“PRISMRevelation”scandalagainignitesaglobalexplosionofsecurityconcerns,suspicions,frictionsandconflictsintheCyberspacethatwereoncealocal,insalientissue.ThefactthatSnowdenaloneiscapableoftriggeringaglobalturbulencerevealstheastonishinglyenormouschallengesposedbycyberimbalancetonationaloreveninternationalsecurity.Theunfoldingdebateonstatesurveillance,InternetcensorshipandthemanyothermanifestationsofstatepowerexercisingsovereigntyoverthenetworkmaketheveryideathatmakingCyberspaceaharborfreeofstates'influencesoundunrealistic,oroutdated. Also,Cyberspacebringschangestointernationalcommunity.TheinterconnectivitynatureofCyberspacemakesthatonecountry'scybersecurityconcernsnotonlyitsnationalsecurityandpeople'slivelihood,butalsothestabilityandprosperityoftheworldasawhole,whichmeansusingCyberspaceasabattlefieldisinnoone'sinterest.Therefore,Cyberspaceshouldnotbeaplacewhereeverygainforonecountryisalossfortheothers,andvice-versa.Rather,itshouldbeaplaceofcompetitivecollaboration,wherestateschallengeeachother,butfairly,whileseizingtheopportunitiestocollaborateforcollectivegood.
