If contradiction is the system, then coherence is no longer required.
That is the shift.
Not a failure of governance, but a redefinition of it. Not a system that struggles to make sense, but one that no longer depends on making sense at all.

In a conventional administration, policy must align with itself over time. Decisions are expected to accumulate into something resembling direction. Even when imperfect, the system aims—however unevenly—toward coherence.
With Trump, that expectation no longer holds.
Positions are taken, then revised, then abandoned. Signals are sent, then contradicted, then replaced. Outcomes are declared before they are secured, and redefined once they begin to unravel.
This is often described as chaos.
It is not.
It is a system in which coherence is no longer a requirement for control.
And once that requirement disappears, something more consequential takes its place: A governing model that does not need to resolve its own contradictions—because it is not designed to be resolved.
Accountability Without Fixed Positions
If positions are provisional, accountability has nothing to which to attach itself.
In a functioning system, responsibility follows decisions. A policy is announced, defended, implemented, and—if it fails—answered for. The sequence may be imperfect, but it exists.
Here, the sequence dissolves.
Positions shift before they can be evaluated. Statements are revised before they can be tested. Outcomes are reframed before they can be judged. What was said yesterday is displaced by what is said today, and what is said today is provisional by design.
Under those conditions, accountability does not merely weaken—it becomes structurally impossible.
There is no stable claim to interrogate. No fixed decision to defend. No consistent standard against which to measure performance.
There is only movement.
And movement, by itself, cannot be held to account.
Institutions Become Reactive, Not Directive
When coherence is no longer required at the center, institutions lose their ability to direct—and are forced to react instead.
Courts respond to shifting legal arguments that may be abandoned before they are resolved.
Legislatures attempt to exercise oversight of positions that have already changed. Agencies are pulled toward priorities that may be reversed before implementation is complete.
The effect is not simply dysfunction.
It is displacement.
Authority no longer flows outward from a stable core. It is chased—interpreted, recalibrated, and pursued in real time by institutions that are structurally slower than the signals they are trying to follow.
And because those signals are unstable, the response is always late.
Not because institutions are incapable—but because they are operating in a system that no longer rewards coherence, timing, or alignment.
They are reacting to a moving target.
And a moving target cannot be governed in the traditional sense.
Opposition Without a Fixed Target
If accountability requires stable positions, opposition requires something even more basic: A target.
Not an abstract one, but a defined set of claims, policies, or actions that can be engaged, contested, and—if necessary—defeated.
That, too, begins to dissolve.
Critics respond to a position revised the next day. Arguments are constructed against a claim that is subsequently disavowed. Lines of attack are organized around a policy that is replaced before the response fully lands.
The result is not simply frustration. It is disorientation.
Opposition becomes reactive in the same way institutions do—responding to what was said, rather than what is being done, and always one step behind a narrative that refuses to hold still.
And in that environment, even accurate criticism begins to feel misaligned—not because it is wrong, but because its target has already shifted.
The Return to Reality (Measured, Not Overdone)
This is why recent events do not resolve into a coherent picture.
Signals sent abroad are revised or contradicted before they can be interpreted. Tactical successes are elevated into strategic narratives, even as the underlying conditions remain unstable. Allies and adversaries alike are left responding not to a consistent position, but to a sequence of provisional ones.
What appears to be volatility is, in reality, a system that does not depend on internal consistency.
It depends only on maintaining motion.
The Turn
The danger in a system like this is not that it fails.
Failure implies a standard that has not been met—a breakdown between intention and outcome.
But a system that does not require coherence is not bound by that standard.
It does not need to resolve its contradictions.
It does not need to sustain its claims.
It does not even need to produce consistent outcomes.
It only needs to continue.
And that is what makes it difficult to confront.
Because the question is no longer whether the system makes sense.
It is whether a system that no longer needs to make sense can still be made to answer at all.
