The Library of Congress reports that, as of November 2021, nine countries have fully banned bitcoin use, and a further forty-two have implicitly banned it.[\[13\]](https://en.wikipedia.org/wiki/Bitcoin#cite_note-21) In contrast, a few governments have used bitcoin in some capacity. For example, [El Salvador has adopted Bitcoin](https://en.wikipedia.org/wiki/Bitcoin_in_El_Salvador) as legal tender, although use by merchants remains low.[\[14\]](https://en.wikipedia.org/wiki/Bitcoin#cite_note-low_usage-22) [Ukraine](https://en.wikipedia.org/wiki/Ukraine) has accepted cryptocurrency donations to fund the resistance to the [2022 Russian invasion](https://en.wikipedia.org/wiki/2022_Russian_invasion_of_Ukraine), and [Iran](https://en.wikipedia.org/wiki/Iran) has used bitcoin to bypass [political sanctions](https://en.wikipedia.org/wiki/Sanctions_against_Iran).
