If revocation cost exceeds delegation cost, authority drift accelerates. Compatibility Layer ======================= PRCP is civilizationally neutral. It can coexist with: * Religious governance traditions * Constitutional democracies * Cooperative economic systems * Hybrid federative arrangements PRCP governs coordination mechanics. Failure Clause ================== If a structure becomes: * Permanently centralized * Non-recallable * Opaque beyond cognitive scale * Resistant to reconstitution It is no longer operating under PRCP.
