Neither the state nor employer organizations can solve the complex social problems of a knowledge society. This is handled by a separate social sector. The government has proven its inability to solve social problems. Nonprofit organizations achieve results with far less money and effort than the government. In the USA, nonprofit organizations are supported not by the federal tax system but by the IRS (Internal Revenue Service), which steadily cuts their income. This is presented as 'closing a tax loophole.' The real motive behind this action is the bureaucracy's hostile attitude towards nonprofits. The success of nonprofits undermines the power of bureaucracy and demonstrates the failure of its ideology. Worse still, the bureaucracy cannot admit that such organizations succeed where the government has failed. Therefore, a government policy is needed to put nonprofits at the forefront of the attack on the country's social problems.
