11 — Procedure

Violence ages remarkably fast. It exposes a condition where institutions stop reacting and start documenting their hesitation. Before the line, you have response. After it, you have forms explaining why response was not yet appropriate. Everything becomes provisional. Even urgency gets a review cycle.

Weather reports do the same trick. They don’t predict rain; they assign it probability brackets so no one can be wrong in a way that matters. Institutions learned that from themselves. I spent enough years discovering that charging through the door gets people killed. Waiting outside until everyone agrees on the plan gets different people killed. History has room for both mistakes.

Before I left, we used to say “response in progress” when nothing was progressing yet. The Red Zone begins when that phrase stops being ironic. Eventually official response times become philosophical instead of practical. Delay, in my experience, always finds a way to arrive on time for the wrong thing.
