**Zero Knowledge Refusal (ZKR):**

A mechanism by which a system (neuron, agent, cortex) can **refuse** an interaction, access, or action **without revealing its internal logic**.

👉 It denies the request, but instead of explaining why, it provides:

*   Proof of compliance with a signed ethical codex,
    
*   A timestamp,
    
*   Cryptographic validity.
