# Dalian "one post general office" reduces the processing time by half

On August 11, it was learned that in order to effectively improve the timeliness of citizens’ handling tax related real estate registration business, Dalian innovated and created the “one post through one” handling mode, and the time of citizens staying in the certificate handling hall was shortened from more than one hour to no more than half an hour.

Since its launch, Dalian has integrated five business systems, solved more than 60 technical problems and connected more than 20 data interfaces. At present, the “one post office” system is running online, and the window utilization rate is increased by 40%.

For the tax related real estate registration business, Dalian previously implemented “one window acceptance”, that is, the real estate registrants and tax officials sit face to face in the same window and handle the registration and tax declaration and payment in parallel. However, this model needs to go through multiple review links, which is inefficient and the citizens have to wait for a long time. In the “one post one office” mode, citizens only need to connect with one of the staff to realize business handling, which greatly improves the work efficiency.

It is reported that the “one post through office” has truly realized the “three ones”. “One person” means that the registrant and the tax officer break the identity boundary and provide non differentiated services. The applicant can complete all businesses by going to one window and connecting to one post; “One system” is the seamless connection between the real estate registration system and the tax collection system. At the same time, it integrates the information of public security, civil affairs and other departments. The staff input and extract relevant information and data in the system, and the system will automatically check the tax; “One link” means that real estate registration, tax collection and other businesses can be completed in a closed loop without having to be transferred between departments.
