In 1999, the percentage of a bus actual arriving on time was the highest to about 81%. which was almost matched the percentage of target schdule, at 80%. and also, the amunt of people who complained is the lowest to around 60. In the next three years, the bus company had decreased the target percentge of arriving on time to around 40%, by contrast, the actual proportion of arriving on time was around 25% to 42%, meanwhile, the figures of people who complained reached around 100. By 2003, the actual percentage of the bus arriving on time increased to 78%, which is already doubled to the target plan, at 38%.
