Tesla is finalizing plans to build an electric vehicle assembly plant in an industrial zone in northeastern Mexico, and could announce plans for the plant as early as next week. The plant will be located in Santa Catarina, Nuevo Leon state, with final details still being worked out, with the state government and Mexico's foreign ministry involved in talks with the company, the people said. Tesla CEO Elon Musk visited Nuevo Leon state last October, and Tesla's relationship with the state government has won it exclusive customs lanes allowing auto parts to cross the border into Texas. The factory will be Tesla's first south of the U.S.-Mexico border and is part of the company's efforts to expand manufacturing globally. Tesla has been considering building a third factory in North America, and Musk told shareholders in August that a decision could be made by the end of the year.
