Stage 1 Decentralization is here

We're building the foundation needed to bring everyone, everywhere onchain. This week we announced that [Base is now at Stage 1 Decentralization](https://base.mirror.xyz/tWDMlGp48fF0MeADcLQruUBq1Qxkou4O5x3ax8Rm3jA). We achieved this by launching permissionless fault proofs and increasing the decentralization of our contract upgrade process with a security council.

This is part of the process of creating a truly global economy that increases innovation, creativity, and freedom.
