WIP28 Review
------------

In this proposal, the core development team proposes a specific solution to upgrade the WPC smart contract to realize WPC token split of 1000x, support WPC One-Click claim on Ethereum, and reduce WPC distribution speed. The reason and purpose are also explained in detail.

The voting power of each user in this voting is based on the snapshot taken at 0:00 on the voting day, one WPC one vote.
