# NNS是IC的最高权力

如果IC真的是一条公共区块链，那么IC的控制权应该真正属于NNS的所有stakers，而不是DFINITY而不是Dominic，更不应该是瑞士政府或者美国政府. 人类已经无法离开互联网，如果IC真的重构了互联网，那么IC所重构的不仅是互联网，而是整个人类社会。IC的治理系统需要让世界人民认同stakers对IC的治理合法性。 在我看来，IC给了我们在链上重构社会制度的机会。 我们需要建立属于IC的政治制度 我们需要建立属于IC的法律系统 我们需要建立属于IC的教育系统 ... 去中心化便是武器，一个更美好的世界便是武器。
