            <content:encoded><![CDATA[<p>In April 2023, the International Monetary Fund (IMF) retrenched the world economic growth level of 2023 to 2.8 per cent, while at the same time increasing the inflation level of 2023 by 0.4 percentage points to 7 per cent, and considered that the volatility of the financial system caused by the Euro-American banking sector, the continuing high level of real prices and the tense geopolitical pattern would create uncertainty for global economic recovery. China’s economic recovery, one of the few identified events under the 2023 “gap”, will be expected to be an important force behind global economic growth.</p><p>For the Chinese economy, who will be the central driver of consumption and investment? This is of particular concern to financial markets and policy options. Through the construction of measurement models, we have found that consumer growth in recent years has been more driven than investment growth in China, manifested in the dual characteristics of “large and efficient”: on the one hand, consumption accounts for a greater share of GDP than investment, and increases in consumption per percentage point can drive larger-scale economic growth; on the other hand, after removing the absolute effects of scale, both empirical and academic theory show that consumption drives economies are more efficient. Therefore, it is important at this stage to give priority to recovery and expansion of domestic demand, and the positive effects of consumption on economic growth and transformation in China are increasingly highlighted, with multiple sources of income growth and multi-dimensional consumer confidence being among the top priorities of the consumption base, as well as key supporting the sustainable recovery of the Chinese economy.</p><p>The driving force of consumer growth is significant and growing</p><p>Based on World Bank (World Bank) data, we have constructed floor data for 168 countries for the years 1961 to 2021, with real GDP growth rates as an explanation variable, explaining the variables with real consumer growth rates and real investment growth rates, using mask models with country, year fixed effects to estimate the relationship between consumer growth and investment growth and economic growth, and looking at the drivers of consumption and investment for economic growth. The estimates of the mask and time series show that a single percentage point of consumer growth can drive more economic growth than an increase in investment. On the global average, growth in consumption per 1 per cent can be driven by 0.225 per cent of economic growth, taking into account country differences and annual variations, while an investment growth of 1 per cent will generate growth of 0.03 per cent.</p><p>The second is that China’s consumption and investment drives the economy in accordance with the world’s rules, but with better marginal effects. Based on time series data from 1979, a model estimate found that per cent of China’s consumption growth could drive 0.409 per cent of economic growth, while 1 per cent of investment growth could generate 0.151 per cent of economic growth. As a result, both China’s consumer growth and investment increase, the marginal contribution to the economy is higher than the world average.</p><p>Thirdly, at this stage, China’s consumption and investment drivers are still lower than those of high-income countries, particularly the marginal drivers of consumer growth, and there is still room for excavation in the future. For example, in the United States and Japan, a 1 per cent increase in consumption could drive growth of 0.658 per cent, 0.717 per cent, respectively, while a 1 per cent increase in investment led to growth of 0.173 per cent and 0.25 per cent.</p><p>The measurement model used in the previous text, with mask data plus fixed effects, estimates that only the average impact relationship between consumer growth, investment growth and economic growth can be derived. However, in view of China’s growing economic development, the macro-environmental environment, policy directions and external shocks vary from time to time, with significant changes in the economic structure at different stages. Therefore, the conventional fixed coefficient model does not necessarily accurately measure the economic drivers of China’s consumption and investment in changing circumstances. Further use is made in this paper of the time-bound coefficient model (Time-Varying Coefficient Linear Regression, which has the advantage of estimating the model factor over time), which reveals an increase in China’s consumption growth rate (investment growth rate) by one percentage point, and which is called consumption (investment) driver.</p><p>The results of the model estimates show that China’s consumer drivers are significantly higher and remain high, while investment drivers are more stable but slightly lower. Since the opening of China’s reform in 1979, China’s consumption has experienced a decline in its economic drivers, followed by a gradual increase after 1991 and culminated in 2009, and has remained high.</p><p>In contrast, investment-driven changes have been relatively small, and have remained close to historical averages after peaking in 1991, with a slow downward trend in recent years. Among them, during the 1990s, the investment-driven role was once more than the consumer-driven, and coincided with the trend of rapid growth in fixed asset investment in the context of the then “establishment of a socialist market economy”. Model results show that, for example, in 2021, consumption growth per 1 per cent can drive 0.569 per cent of economic growth, while investment growth of 1 per cent can generate 0.14 per cent of economic growth. China’s consumption drive is significantly higher than its investment-driven, and at this stage, through the expansion of domestic demand, increasing the underlying role of consumption in economic development will have a significant impact on economic growth.</p><p>Increased contribution of consumption to economic growth</p><p>In nominal absolute terms, the absolute size of consumption has been higher since 1979 than the scale of investment, so that the absolute increase in per percentage point in consumer growth is necessarily higher than the absolute increase in each percentage point in investment growth, so that consumption contributes significantly to economic growth. In terms of overall trends, the driving effect of consumption, investment on economic growth is positively related to the size of consumption and the scale of investment, but somewhat different over time. In particular: in the context of the relationship between consumer drivers and consumption rates, the relationship between the two is taking place between 1979 and 2001, and the driving force of consumption for economic growth is declining as consumption rates continue to decline.
