The PCO reported that its employee&apos;s 15-day stay in Jamaica cost $10,838, including $2,681 to stay at an AirBnB.</p><p>Documents obtained from the RCMP under access to information law also report that there was an incident during Trudeau&apos;s stay in Jamaica.</p><h2 id="h-rcmp-report-incident-during-trudeaus-stay" class="text-3xl font-header !mt-8 !mb-4 first:!mt-0 first:!mb-0">RCMP report &apos;incident&apos; during Trudeau&apos;s stay</h2><p>While the documents are heavily redacted, officers reported on Dec. 29 that an individual showed up at the Frankfort villa where the Trudeaus were staying, wanting to speak with the prime minister.</p><p>&quot;Update on (redacted). The individual who wanted to meet (redacted) returned but this time to (redacted),&quot; an officer wrote in an e-mail. &quot;PPO spoke to him advising he was not to return. (redacted) agreed.</p><p>&quot;The pics and vehicle info was shared with our partners for their situational awareness.&quot;</p><p>The e-mail chain, under the subject line &quot;Comments on X (Twitter) re: location,&quot; said the individual left a business card with the manager.</p><p>RCMP spokesperson Sgt. JOHN’S, N.L. — A protest that descended into a chaotic confrontation between mounted police officers and fishers outside the Newfoundland and Labrador legislature on Wednesday delayed the release of the provincial budget.</p><p>Royal Newfoundland Constabulary officers tried to disperse the shouting crowd but were largely unsuccessful and two people were taken away from the scene on stretchers.</p><p>The protesters — who arrived at the building at about 5:30 a.m. local time — said the province’s fishery is over-regulated and the handful of established processors and buyers are acting like a cartel, pushing down prices.</p><p>“Government won’t allow any new buyers to come in. They won’t issue any new (buyers’) licences and they’re protecting these millionaire merchants while the rest of us are struggling,” fisherman Jason Sullivan, from Bay Bulls, N.L., said in an interview outside the legislature.</p><p>“We’re here today to change government policy … We just want to get paid fairly.”</p><p>Finance Minister Siobhan Coady had been scheduled to release her 2024-25 budget on Wednesday with an expectation that the books would be balanced. Her department said the budget presentation has been delayed until further notice.</p><p>The scene in front of the Confederation Building became confused and disorderly when two constabulary officers rode their horses into the crowd as officers tried to disperse the fishers.             <content:encoded><![CDATA[<p>The government of Newfoundland and Labrador appears poised to push ahead with its provincial budget Thursday even as members of the media and an entire political party have opted to stay out.</p><p>The provincial NDP issued a press release at 10 a.m. NT saying its members would not attend the budget, as hundreds of fish harvesters protested outside Confederation Building in St. John&apos;s.</p><p>The protest was met by dozens of Royal Newfoundland Constabulary officers in riot gear.</p><p>&quot;The premier has let the situation get out of control,&quot; said NDP Leader Jim Dinn in the press release. &quot;If the premier had shown the same determination in resolving this issue even a year ago, as he has demonstrated in pushing his own agenda, we wouldn&apos;t need police in riot gear.&quot;</p><p>A spokesperson for the government sent a memo to reporters at 8 a.m., saying the budget would be going ahead. They followed up later, telling reporters to enter the building with a police escort at 9:30 a.m.</p><p>At least five of the province&apos;s media outlets — CBC, NTV, VOCM and the St. John&apos;s Telegram — opted not to cross the protest line. CBC executive producer Peter Gullage cited safety concerns and uncertainty in minute-by-minute decisions being made by the provincial government.</p><p>Before the media agreed not to cross the protest line, the provincial government had already cancelled budget lock-ins — when groups are given copies of the budget to review in advance of its official release — for unions and members of the public due to safety concerns. Those decisions were not relayed to media outlets.</p><p>Earlier in the morning, police were seen having a cordial conversation with protest leaders, urging them to avoid a repeat of Wednesday&apos;s raucous events — particularly with a court-ordered injunction now in place that prohibits protesters from blocking safe access to Confederation Building, which is both home to the legislature and the main government complex.</p><p>Protest leader John Efford Jr. addressed the crowd a few minutes later.</p><p>&quot;We&apos;re just going to make our presence known to the people that are going to work this morning. But we are going to be peaceful,&quot; he said over a megaphone. &quot;Do not, do not get caught up in cat-calling. Do not get caught up in incitement. They also burned more than 1,400 synagogues, according to Israel’s Yad Vashem Holocaust memorial.</p><p>Up to 30,000 Jewish men were arrested, many of them taken to concentration camps such as Dachau or Buchenwald.             <content:encoded><![CDATA[<p>By Larissa Gao and <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/author/megan-lebowitz-ncpn1275337">Megan Lebowitz</a></p><p>HONG KONG — Some of the last <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/world/giant-pandas-no-longer-classed-endangered-after-population-growth-china-n1273442">giant pandas</a> in the United States are heading back to <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/china">China</a>.</p><p>The National Zoo announced last month that its three pandas — Mei Xiang, Tian Tian and their 3-year-old male cub, Xiao Qi Ji — will return to China by Nov. 15, earlier than expected.</p><p>Panda fans have been flocking to say goodbye to the black-and-white bears, who have long been one of the zoo’s main attractions.</p><p>“It’s probably going to be a long time, possibly one of the last times I see a panda in captivity,” Ryan Nickol, who has traveled from Pennsylvania to see the pandas multiple times in recent weeks, told NBC News. “So it’s pretty frustrating and also a little sad.”</p><p>Their departure leaves Zoo Atlanta as the only one in the U.S. with a giant panda program. But the loan agreement for the zoo’s four pandas expires next year, raising the prospect that there could be no pandas in the U.S. for the first time since 1972.</p><p>The U.S. is not the only country facing the loss of the beloved bears, which China has long gifted to other countries in what is dubbed <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/world/china-pandas-qatar-rcna53104">“panda diplomacy.”</a> The only pair of pandas in Britain is set to return to China from the Edinburgh Zoo by the end of the year, while Australia and China are negotiating the extension of a loan agreement for two pandas at the Adelaide Zoo that expires next year.</p><p>Depending on what happens, all three countries could be panda-less by 2024.</p><p>The panda exodus comes as the U.S. and its allies are at odds with China over a number of issues including trade, technology, the <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/world/taiwan-us-china-dispute-why-it-matters-flashpoint-democracy-rcna78458">status of Taiwan</a> and China’s stance on wars in the <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/world/gaza-hamas-military-protest-judicial-reforms-divisions-rcna123109">Middle East</a> and <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/politics/congress/new-hope-ukraine-aid-pass-congress-israel-funding-rcna122408">Ukraine</a>. Both the U.S. and China have expressed interest in improving ties, and President <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/politics/white-house/biden-calls-pause-israel-hamas-war-rcna123274">Joe Biden</a> and Chinese President <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/world/china-xi-jinping-california-govenor-gavin-newsom-climate-change-rcna121841">Xi Jinping</a> are <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/politics/white-house/biden-expected-meet-chinas-xi-jinping-month-rcna122592">expected to meet in San Francisco</a> this month, their first interaction in a year.</p><h2 id="h-pandas-set-to-leave-national-zoo-and-return-to-china-after-more-than-five-decades" class="text-3xl font-header !mt-8 !mb-4 first:!mt-0 first:!mb-0"><a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/nightly-news/video/pandas-set-to-leave-national-zoo-and-return-to-china-after-more-than-five-decades-191771205576">Pandas set to leave National Zoo and return to China after more than five decades</a></h2><p>AUG. 29, 202301:44</p><p>Animal keepers and curators at the National Zoo have been preparing the pandas for their 20-hour journey by crate-training them.</p><p>“The pandas absolutely love their crates,” said animal keeper Mariel Lally, who is traveling with them on a chartered FedEx flight. “Some pandas, like Mei Xiang, actually don’t want to leave their crate.”</p><p>“We have to bribe them with food to get them out of it,” she added.</p><p>The pandas are expected to spend much of the flight sleeping and eating. The zoo plans to bring about 200 pounds of bamboo for the flight, in addition to other food like apples, carrots and sweet potatoes.</p><p>Mei Xiang and Tian Tian arrived at the National Zoo in 2000 under a 10-year agreement that has been renewed three times since 2010. Xiao Qi Ji, whose name means “little miracle,” was born in 2020 as a result of artificial insemination.</p><p>Efforts to renew the zoo’s current panda agreement, which ends Dec. 7, have been unsuccessful.</p><p>Laurie Thompson, the zoo’s assistant curator of giant pandas, said the trio’s return to China would be difficult for the keepers who see them, as she says, “almost more than I see my family.”</p><p>“It’s a little bit heartbreaking to not have them here,” she said.</p><p>The first giant pandas came to the U.S. in 1972 under President Richard Nixon, after he made a historic visit to China that paved the way for the establishment of diplomatic relations in 1979.</p><p>The other panda leaving the National Zoo is Tian Tian, who has been there since 2000. Liu Jie / Xinhua News Agency via Getty Images file</p><p>“It’s basically a symbol of friendship between China and the rest of the world,” said Chee Meng Tan, an assistant professor at Nottingham University Business School’s Malaysia campus who has studied panda diplomacy.</p><p>The giant panda, which is endemic to China, is <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.wwfca.org/en/panda_no_longer_endangered/">no longer endangered</a> but still considered at risk. Ya Ya, a panda with a chronic skin condition that returned to China from the Memphis Zoo this spring, became the <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/world/panda-yaya-china-memphis-zoo-diplomacy-washington-beijing-geopolitics-rcna81566">subject of online nationalistic fervor</a> after animal welfare activists accused the zoo of mistreating her and Le Le, a 25-year-old panda that died in February. Both the zoo and Chinese officials said the pandas received excellent care.</p><p>In the U.S., Rep. Nancy Mace, R-S.C., <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://mace.house.gov/media/press-releases/rep-mace-introduces-anti-china-panda-act">introduced a bill</a> last year that would “give freedom to the pandas and allow pandas born in the United States to stay in the United States.”</p><p>The U.S. and China should continue the exchange of pandas no matter how bad their relationship is, said Victor Gao, vice president of the Center for China and Globalization in Beijing and chair professor at Soochow University.</p><p>People view an exhibit at the Panda House in September during the National Zoo’s “Panda Palooza” farewell event.Brendan Smialowski / AFP via Getty Images file</p><p>“Although we have a quite intense relationship, pandas could contribute a lot to alleviating it,” he said.</p><p>One country that received two new pandas in 2019 is Russia, which has <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/world/xi-jinping-vladimir-putin-meet-china-russia-belt-road-israel-gaza-rcna120983">grown closer to China</a>, especially since President <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nbcnews.com/news/world/putins-push-rewrite-russian-history-favor-war-ukraine-rcna102518">Vladimir Putin</a>’s 2022 invasion of Ukraine.             <content:encoded><![CDATA[<p>Thousands of foreigners find themselves stuck in Israel and across the Palestinian territories, where a full-blown war has erupted since Hamas militants launched their onslaught on Saturday.</p><p>With the violence having already claimed thousands of lives on both sides, several countries have launched operations to repatriate their citizens, while others plan to do so in the coming days.</p><p>Here is an overview of ongoing and planned evacuations, according to official sources.</p><ul><li><p>Argentina -</p></li></ul><p>Argentina, the Latin American country with the largest Jewish population, on Tuesday started evacuating more than 1,200 of its citizens from Israel.</p><p>Three air force flights a day will take the 1,246 Argentines who have asked to be evacuated to the Italian capital Rome, Defence Minister Jorge Taiana said.</p><p>From there, state-owned airline Aerolineas Argentinas will fly them to Buenos Aires.</p><ul><li><p>Brazil -</p></li></ul><p>Brazil&apos;s government plans to mobilise at least six planes in a bid to rapidly repatriate any of its citizens who wish to leave Israel and the Palestinian territories.</p><p>It said that about 14,000 Brazilians live in Israel and 6,000 live in the Palestinian territories.</p><p>Some had already left on commercial flights, it said.</p><ul><li><p>Nigeria -</p></li></ul><p>Nigeria has airlifted more than 300 of its citizens back home after they fled to Jordan from Israel, where they were on a Christian pilgrimage, the Lagos state government said.</p><p>The group was travelling from Bethlehem to Nazareth when they heard news of the attack in the south of Israel.</p><p>With the war erupting, the group and the Nigerian Christian Pilgrims&apos; Commission organised for them to travel by road to Jordan and then take a chartered flight to Lagos.</p><ul><li><p>Switzerland -</p></li></ul><p>Swiss International Air Lines repatriated 220 Swiss nationals on Tuesday.</p><p>A second special flight with a capacity of 215 seats is planned for Wednesday, requested by the Swiss Federal Department of Foreign Affairs.</p><p>A third flight is scheduled for Thursday, expected to land in Tel Aviv in the afternoon, also with a capacity of 215 seats.</p><p>Around 28,000 Swiss citizens and their families are officially registered as living in Israel and the Palestinian territories.</p><ul><li><p>Spain -</p></li></ul><p>Spain organised a flight from Tel Aviv overnight with 200 people on board, its foreign ministry said.</p><ul><li><p>South Korea -</p></li></ul><p>A flight carrying 192 South Korean citizens took off from Tel Aviv and landed at the Incheon International Airport near Seoul early on Wednesday, the foreign ministry said.</p><p>Another 30 South Korean nationals will be evacuated later in the week by commercial flights, it said, adding that 27 others, who were in Israel on a Christian pilgrimage, will go by road to neighbouring Jordan.</p><ul><li><p>Canada -</p></li></ul><p>The Canadian government said it would organise special flights from Tel Aviv later in the week for Canadian nationals, with help from the Canadian military.</p><ul><li><p>France -</p></li></ul><p>French Foreign Minister Catherine Colonna announced on Tuesday that her ministry&apos;s crisis unit was organising a special Air France flight from Tel Aviv on Thursday to help repatriate any French nationals who have been unable to leave.</p><ul><li><p>Germany -</p></li></ul><p>Germany said it was working with Lufthansa to organise &quot;several special flights&quot; on Thursday and Friday to repatriate German citizens.</p><p>&quot;Around 4,500 German citizens&quot; have registered on a list seeking help to return home, a foreign ministry source said.
