Enterprises are encouraged to transform idle commercial and office buildings into rental housing, and enterprises with conditions are allowed to reconstruct industrial plants in accordance with laws, regulations, norms and standards. Industrial buildings shall take the whole building as the basic reconstruction unit. If other non industrial buildings cannot be reconstructed with the whole building, the reconstructed part shall be relatively concentrated continuous floors. The scale of non residential reconstruction shall not be less than 50 sets (rooms) and the construction area shall not be less than 2000 square meters.

04 unified supervision

The operation and management of the reconstructed rental housing shall comply with the relevant provisions of the city on rental housing and be incorporated into the unified management of the municipal housing rental supervision service platform. Encourage and support professional leasing operation institutions to carry out reconstruction, operation and management.

Reconstruction procedure

01 apply

The reconstruction subject shall be the house owner or a professional leasing operation organization entrusted by the house owner and filed on the Municipal Housing leasing supervision service platform. The reconstruction subject shall submit the reconstruction application to the territorial joint approval team.

02 joint review

After receiving the application materials provided by the reconstruction subject, the joint approval team shall timely convene a joint meeting to jointly approve the reconstruction project. The preliminary examination agrees to organize pre approval publicity. If there is no objection to the pre approval publicity, the joint examination and approval team shall issue the examination and approval opinions that agree to be included in the reconstruction of rental housing.

03 construction permit

The reconstruction subject shall carry out the reconstruction according to the joint examination and approval opinions, and go through the construction permit procedures of the construction project (project safety and quality supervision procedures).

04 completion acceptance

After the construction project meets the conditions for completion acceptance, the reconstruction unit shall organize the survey, design, construction, supervision and other units to carry out completion acceptance and filing according to the regulations, carry out fire acceptance and filing random inspection according to the regulations, and apply to the joint examination and approval group for joint inspection.
