A clear statement from the Ministry of Labor and Communications in recent days appears to have allowed low-speed electric vehicles to go a step further towards legal identity. On 27 October, the Department of Safety and Security published its response to Recommendation No. 6432 concerning the 12th Meeting of the National People’s Congress in its network of officers, giving a clear response to the request by 32 representatives of the National People’s Congress “to incorporate four rounds of low-speed electric vehicles into the management standards for motorcycles”.</p><p>The Department of Safety and Security believes that “low speed electric vehicles are a special category of motor vehicles and should define their external size, weight, driving power, technical indicators such as nuclear load numbers, safety features and vehicle management according to their location in micro-, short-, low- speed and specific regions”. The Department of Safety and Security indicated that it would not be able to classify low-speed electric vehicles under motorcycle management, but that it would not be included in the automobile category.</p><p>The Department of Safety and Security also indicated that four national standards for low-voltage electric vehicles were being developed with the relevant authorities, and that the categories of vehicles for low- speed electric vehicles and related technical requirements would be clearly identified in the standards. However, because of the characteristics of driving without a license, having no license plates or having easy access to a sale price, low-velocity motor vehicles are prevalent in the country’s vast area of three-way cities and townships.</p><p>“The low-speed electric vehicles, while addressing the mobility needs of some of the population, have also created a series of negative problems, especially as a result of the lack of regulation of motor vehicles, the widespread use of illegal driving, such as unlicensed, negative, intrusive infrared lights, disrupting normal traffic order and affecting road traffic safety.” The Department of Safety and Security indicated in the above-mentioned reply.</p><p>As a result, low-velocity motor vehicles need to be regularized, legalized, but their legitimate path is not smooth. Previously, local legislation had been introduced in the departments of low-speed electric vehicles, such as the mountains, the river and other provinces, under which low-speed electric vehicles were kept under control, but the real national standards had not been put on schedule until 2015.</p><p>In August 2015, five ministries, such as the Ministry of Works and Communications, reported to the Department of State the “Survey on issues related to the management of low-speed electric vehicles”, proposing a “adjustment, regulation, phase-out”, with the approval of the Department of State. Subsequently, in October 2016, the National Standardization Commission initiated work on the drafting of the national target for low-velocity motor vehicles and set up a standard drafting group to formalize the legal pace of low-velocity vehicle identification.</p><p>There is, however, serious disagreement within the Standards Group on the classification of low-speed electric vehicles, and there is no determination as to whether they should be classified as automobile or motorcycles. In response, the Ministry of Trade and Industry rejected the proposal for motorcycles, but it remained unclear whether it would be administered in the automobile category, indicating that the low-velocity vehicle was a “special type of motor vehicle”.</p><p>However, in accordance with the technical standards of the Draft Standards, the possibility of classifying low-velocity motor vehicles as vehicles is high. For example, the requirement for speeding of vehicles is to adjust the maximum speed from 50km/h to 40-70km/h for car speeds, with a full supply of less than 750 kg for automobiles and a power battery of not more than 30 per cent for the quality of the vehicle, and a requirement for energy density not less than 70Wh/kg for batteries. These standards, however, are mostly similar to the high-speed motor vehicle standard in the Technical Conditions for Pure Motor Vehicles, in addition to speeding, car size.</p><p>In practice, there have also been a number of opposition voices in the industry for the excessive regulation of low-velocity electric vehicles. In recent days, the Chinese Academy of Engineering, Jacobo, stated in a public setting that “low speeders should not be limited to their development as representatives of small and medium enterprises in our new energy automobile industry. Batteries are the technical key to new energy vehicles and must not be excluded from “insignificant”. During the war to resist US aggression and aid Korea, Wu Tianyi, who was only 13 years old, applied for enlistment and was later assigned to China Medical University. In 1958, Wu Tianyi, who had experienced the baptism of the Korean battlefield, was transferred to Qinghai with his troops. Here, he met a large number of patients suffering from plateau diseases due to supporting plateau construction, especially one of his comrades in arms of the volunteer army.</p><p>Wu Tianyi: there is too much phlegm pouring out from the nose, mouth and mouth. The hypoxia is particularly serious. He said that the planes and cannons didn’t knock me down. When I came to this place, I got this strange disease. Finally, he died. Wu Tianyi, who used to be a soldier in the cavalry detachment, often laughs that he is a good rider of the Tajik nationality.</p><p>Yaks carrying instruments and luggage eat frozen mutton when they are hungry and drink herdsmen’s milk tea when they are thirsty. In order to get a valuable sample, Wu Tianyi often rides 60 or 70 miles a day.</p><p>During the investigation, Wu Tianyi suffered six car accidents, leaving 14 fractures. In the most serious case, a rib almost poked into the heart. 100 days later, he appeared on the horse again. In the human experiment of high and low pressure integrated cabin, Wu Tianyi’s eardrum was perforated; Anima Qingshan scientific research, binocular cataract; Long term running at high altitude leads to chronic high altitude heart disease.</p><p>Wu Tianyi: it should be said that the machines in many parts of the body are damaged.
