Customs data show that in 2022, our cross-border import and export of electricity (including B2B) amounted to $211 million, an increase of 9.8 per cent. Of that amount, $155 million was exported, an increase of 11.7 per cent as compared with the import of $506 million, an increase of 4.9 per cent.

At the same time, support was provided for the guidance of the Trans-Commercial Pilot Zone to further optimize the service platform, to guide overseas warehouses to the interoperable platform, and to seek integration of customs clearance, taxation, finance, offshore warehousing functions and to achieve a “one-stop-shop” integrated service.

But it must also be seen that, at present, the potential and advantages of cross-border electricians have not been fully released, and that the current development of our trans-border telecommuters still faces a number of constraints, mainly in the following areas.

First, regulatory policies are not clear. The current regulatory policy involving the cross-border telecommunications industry is not sufficiently well developed, resulting in difficulties for some enterprises to determine their own compliance and in the regulatory sector.

Secondly, the logistics system is inadequate. Owing to the size and breadth of our cross-border telecommuting operations, logistics support systems have not yet developed, resulting in bottlenecks in timeliness and quality of services.

Thirdly, cross-border payment restrictions. Our cross-border payments continue to be limited, inter alia, by capital controls, which restrict the development of transboundary electricians.

Fourthly, trade protectionism. At present, the rise in international trade protectionism has led to trade barriers and technical closures by some countries of our cross-border suppliers, which have created some obstacles to the development of our transboundary suppliers.

In the future, my country’s business needs to strengthen the management of supply chains and improve the reliability and efficiency of supply chains. Logistics optimization of technology and information technology could be used to achieve visualization and precision management of logistics processes, to increase logistics efficiency and reduce logistics costs.

According to the World Trade Organization report, by 2026, the global B2C transboundary utility will maintain an increase of 27 per cent.
