On 12 May, the Chinese People’s Bank Centre issued a statement in which it stated that fraudrs repulse the Centre’s website in order to induce the public in society to provide personal information, deceive money and commit criminal fraud, in the name of “imposing a creed”. The “addition of good friends to share screens” is more commonly used for fraud. In order to better protect the public interest of society and to effectively identify fraud, the Centre has made statements on such matters as its official networks and fees.

Social public attention is drawn to the identification of domain names and official micromails on the official website of the Centre, which is the only official site of the Centre at www.pbccrc.org.cn, the official microcosm at pbc-ccrc, and to the vigilance of fraudulent scamers on false fishing sites sent through the short message, web chat software. The only telephone call for the Centre is 400-810-8866, if it is found to be similar to the official website of the Centre and the Micromail public.

The Centre does not provide services related to the processing of late records, the closing of off-grid credit accounts and the restoration of letters of conscience. Timely repayments should be made when personal credit reports are not properly recorded; credit reports are contested and are legally justified through formal channels such as People’s Bank, Financial Institutions, etc. It is important to exercise greater vigilance and not trust when fraudrs take advantage of financial institutions or couriers of call centres to “determinate white articles” to “determine school credits”, or otherwise influence personal calls for write-offs of accounts and air credit lines.

In addition, the Centre provides two free-of-charge checking credit reports per year to individuals, and the third request is based on a standard of 10 yuan renminbi per year. In addition to the costs of the third and more credit reports, the Centre will not charge any fees for the use of messenger services by the public in society.

Vice-Chairmen: Mr. Yukio Takasu

Text ｜ edited by Liu Shuqi ｜ Xie Lirong

Due to geopolitical tensions, Russia is becoming an isolated link in the global economic system.

On March 2, Apple announced the suspension of sales of all product lines in Russia. Apple said in a statement that it had stopped the export of various sales channels to Russia since last week, apple pay and other apple services would also be limited, and the two Russian official news apps, RT news and Sputnik news, would not be available for download in app stores outside Russia. In addition, apple map has disabled the “traffic” and “accident scene” functions for Ukraine to prevent Russia from obtaining local information of Ukraine.

Earlier, Intel, AMD, Lenovo and Dell cut off supply to Russia one after another, and TSMC also issued a statement saying it would abide by U.S. export control measures. Google and Microsoft imposed restrictions on Russian news accounts, and MSc and Maersk, the world’s two largest shipping companies, also suspended container transportation to and from Russia.

On the whole, Russia is facing sanctions and restrictions involving multiple links of the industrial chain such as semiconductor design, manufacturing, intelligent hardware, software and transportation.

This series of measures originated from February 25, when US President Biden announced that the United States and its allies would launch “devastating sanctions” against Russia. This series of actions include targeting the banking and financial industry, large Russian enterprises, imports of high-tech products and technologies, Russian oligarchs and some Belarusians.

At a recent regular press conference, Chinese Foreign Ministry spokesman Wang Wenbin said that China does not agree to solve the problem by means of sanctions, but also opposes unilateral sanctions without the basis of international law. Since 2011, the United States has imposed more than 100 sanctions on Russia. Facts have shown that sanctions have never been a fundamental and effective way to solve the problem, and will only bring serious difficulties to the economy and people’s livelihood of relevant countries and regions. I hope the parties concerned will seriously think about it and try to solve the problem through dialogue and consultation.

High short-term pressure

Apple and other technology companies cut off supply to Russia, and the market is secondary. At this time, they need to deal with the major risk of a sharp decline in the rupee exchange rate.

Affected by US sanctions, the Russian ruble exchange rate has recently fallen to an all-time low. According to the data of the Moscow stock exchange, the highest transaction price of the ruble against the US dollar on February 28 was close to 120 rubles against the US dollar. After the action of the Russian central bank, the ruble exchange rate rebounded, and the exchange rate fell around 108 rupees. The volatile ruble exchange rate has directly affected Chinese enterprises in Russia represented by Huawei and Xiaomi.

According to the data provided by the third-party research institution counterpoint to the financial eleven, in the Russian smartphone market in 2021, Samsung ranked first with a market share of 30.5%, Xiaomi ranked second with 23%, apple ranked third with 12.5%, and the glory and realm with a market share of 5.9% and 5.4% respectively.

A person from Xiaomi International Department told Caijing eleven that due to the high tariff in Russia and the low profit margin of Xiaomi hardware products, the Russian market has always been positioned as “goalkeeper” within Xiaomi and “don’t expect to score goals, but keep it”. Now the ruble has depreciated significantly, and the goalkeeper is also difficult to hold the existing position.

“It’s not just Xiaomi. Now when selling mobile phones in Russia, they sell one at a loss.” Ivan Lam, senior analyst at counterpoint, has studied the Russian market for many years. He told Caijing eleven that although the price will rise due to the exchange rate, if the price is too high, consumers will not be willing to pay. If the original price is maintained, they will inevitably lose money.

Another Chinese company that has been hit is Huawei. Although Huawei’s smartphone business in Russia has been highly contracted, Huawei has always regarded Russia as an important market for the development of operator business after the self-made layoff.

Since June 2019, Huawei has cooperated with MTS, Russia’s largest telecom operator, to develop 5g network. By April 2021, 14 landmark areas in Moscow have opened 5g network. Russia has also become one of the few countries that still cooperate with Huawei in 5g after Huawei was sanctioned.

Since then, Huawei has also increased its investment in the Russian market. In 2021, Huawei plans to spend about 350 million rubles (about RMB 31.38 million) to open more than 50 stores in Russia to expand the sales business of Huawei’s smart phones and other products.

However, today’s huge changes in the exchange rate directly lead to a high degree of uncertainty in settlement methods and inventory management. According to Ivan Lam, some foreign-funded enterprises have transported goods into Russia. At this time, they are faced with the problem of exchange rate. They are unable to settle for a time, and there is no recognized and effective new trading method.

The above-mentioned person from Xiaomi International Department told Caijing eleven that a risk reduction scheme is to continue doing business locally with loans from company entities in Russia and Russian banks to realize internal circulation, but not all businesses can operate in this way, such as payment settlement involving trade agents.

A middle-level person from Huawei told Caijing eleven that Huawei has prepared a variety of hedging schemes to deal with exchange rate changes, including price increase, temporary suspension of ruble, settlement in other stable currencies and so on.

“Xiaomi is a listed company and more follows the international common trading methods. While Huawei carries out business in many countries and fields, the settlement methods will be more flexible and rich.” Ivan Lam said.

He said that due to various complex problems caused by exchange rate instability, Samsung, Xiaomi and other manufacturers did not declare to cut off supply to the Russian market, but for commercial reasons, these companies also suspended supply to Russia. Therefore, after consuming the existing inventory, Russia may have insufficient inventory in the future. Caijing eleven asked Huawei and Xiaomi about the matter. Both companies said that the international situation was complex and changeable and it was inconvenient to comment.

According to Caijing eleven, after Apple issued the statement of disconnection, its products have been completely stopped selling online in Russia, but it still maintains a certain inventory offline. Only due to the settlement in rubles, the existing Apple phone price
