The analysis of the report is based on a global list of “highly quoted” researchers, which is quoted as 1 per cent of the number cited in the Web of Science Database. From 2014 to 2022, the number of these “highly quoted” scientists, mainly affiliated with Saudis, increased from 27 to 109, many of whom have a second reporting body in Spain, China, the United Kingdom, Germany and India.

In percentage terms, Saudi Arabia has very bright data with “highly quoted” scholars — In 2022, 0.44 per cent of researchers in Saudi Arabia were “highly quoted” scholars, a proportion well above the United States (0.19 per cent) and Germany (0.08 per cent).

According to the report, although some of the 109 scientists mainly affiliated with Saudi Arabia work in Saudi Arabia, many do not have formal academic positions in Saudi universities - - There are at least 44 guest fellows or only research scholarships. In the mail, “Relocation of the first reporting body to the King’s University of Saudi Arabia … you will receive 70,000 euros (more than 530,000 yuan renminbi) as soon as the reporting relationship changes”.

Petrovi? rejected the so-called “cooperation”, saying that “the cooperation they proposed does not have any academic content”.

According to the Spanish State, Raphael Luque, a chemical member of the University of Córdoba, Spain, was suspended by the University of Córdoba after changing his first affiliation to the University of Saudi Arabia. A number of other Spanish researchers have told the State newspaper that they have also received money, some of whom have been forced by Spanish universities to abandon their positions in Saudi Arabia or are under investigation.

Indeed, as early as 2010, Saudi universities began this “operation”. A number of top researchers from around the world have reported that Saudi Arabian universities have contacted them to provide cash in exchange for being one of the reporting agencies of these researchers. In 2011, the Science magazine reported that 61 researchers entered into such contracts with King Abdulaziz University.

In 2014, the ranking institutions of higher education were also aware of the problem that high schools could manipulate rankings by becoming one of the reporting bodies of researchers, thus beginning to raise thresholds, taking into account only the first reporting body of researchers. Since then, a number of Saudi universities have also adjusted their response to become the first reporting body for “high-profile” researchers.

The SIRIS report states that “the competition for rankings, as well as misleading reporting lines, would call into question the reliability of science”.
