This covers almost all the client groups that have registered the Toyota cloud service since 2012, and also extends to the clients of luxury branded Rexes.

The spokesperson for Toyota indicated that from November 2013 to April this year, the account nature of the Toyota cloud system was placed in public rather than private, which led to the opening of data, including the geographical location of vehicles, identification numbers. There is, however, no evidence that these data have been leaked, replicated and used maliciously.

Toyota indicated that it had been dealt with, changing the establishment of the cloud platform and repairing the system to prevent outside visits to the host data. Users can use cloud service functions as usual and there is no need for backyard maintenance.

Toyota stated that the scope of the problem was limited to the users of services such as Toyota Carroll Information Service, Distance Vehicle Information Communication, etc. in Japan, with approximately 2.15 million people, including some of the branders of the branded Rexes. Toyota will introduce a system to review cloud setting, establish a system to continuously monitor the establishment and conduct comprehensive data-processing rule education for staff.

In addition, the Toyota vehicle will carry out an assessment survey of Toyota Connected, the company responsible for operating the Toyota cloud platform. Toyota Connected, a new data-oriented company under the Toyota flag, was established in April 2016. It is understood that the main role of such cloud platforms is to alert vehicle owners to the maintenance of vehicles, to the wire-flowing media entertainment, to call after a car accident, to the location of vehicles when they are stolen.

Similar data problems had arisen in Toyota and were related to Toyota Connected. On 7 October last year, Toyota indicated that some 296,000 customer information using its T-Connected service (distance-loading information communications service) might be leaked, including e-mail addresses and customer numbers, and user-sensitive information such as names, telephone numbers or credit cards were not leaked.

It is worth noting that this accident is also the second scandal brought by Toyota this year. Only at the beginning of this month, the wholly-owned subsidiary of the Toyota vehicle, the Grande Terrestrial Company, issued a circular stating that there were falsifications in the side-side collision security test under the flag of four vehicles, which involved approximately 8.8 million small vehicles.

It indicated that, following the discovery of misconduct, it had immediately reported and consulted the inspection and certification bodies and had suspended deliveries after discussions with Toyota. Approximately 7.6 million of these vehicles are Yez Ativ, mainly destined for Thailand, Mexico and several GCC areas, and Toyota has indicated that it has ceased to sell and deliver the Ativ vehicle in Thailand.

In response to this problem, the Fukuda car, whose head, Toyota, was a man’s apology, stated that the misconduct of the company involved security issues, which was the most important aspect of the vehicle and was absolutely unacceptable. Cultivated land is the lifeblood of grain production. How to effectively manage it?

Tang Renjian said that to implement a series of provisions and relevant laws and regulations of the Party Central Committee and the State Council on the strictest cultivated land protection system, we should take hard measures of “growing teeth”, continue to strengthen public exposure, Listing Supervision and accountability, and further strengthen the rigid constraints of institutional mechanisms and law enforcement:

——Number of tubes. Agricultural and rural departments actively cooperate with natural resources departments to ensure that 1.8 billion mu of cultivated land is worthy of its name. Three control lines shall be drawn according to the sequence of cultivated land and permanent basic farmland, ecological protection red line and urban development boundary. The objectives and tasks of cultivated land ownership and permanent basic farmland protection shall be fully divided and assigned level by level, the letter of responsibility shall be signed by the central and local governments, and strict assessment, one vote veto and lifelong accountability shall be implemented.

——Improve quality. This year, 100 million mu of high standard farmland will be built, efforts will be made to protect black land and comprehensively utilize saline alkali land, and the third national soil survey will be launched.

——Control purpose. We should implement the priority order of utilization. Cultivated land is mainly used for grain, agricultural products such as cotton, oil, sugar and vegetables and forage production. Permanent basic farmland is mainly used for grain production, and high standard farmland is used for grain production in principle.

Tang Renjian said that the next step is to improve laws and regulations and reasonably grasp the control of cultivated land planting purposes. When implementing the gradual return of permanent basic farmland and high-standard farmland to grain planting, all localities should not “cut across the board” or “turn over the cake”. They should be reasonable and realistic, formulate a timetable for the gradual return and grasp the process.
