            <content:encoded><![CDATA[<p><em>Qin Gang is the ambassador of the People’s Republic of China to the United States.</em></p><p>Many Americans are understandably trying to understand where China stands as the crisis in Ukraine unfolds, so I want to take this opportunity to explain fully and dispel any misunderstandings and rumors.</p><p>There have been claims that China had prior knowledge of Russia’s military action and demanded Russia delay it until the Winter Olympics concluded. Recent rumors further claimed that Russia was seeking military assistance from China. Let me say this responsibly: Assertions that China knew about, acquiesced to or tacitly supported this war are purely disinformation. All these claims serve only the purpose of shifting blame to and slinging mud at China. There were more than 6,000 Chinese citizens in Ukraine. China is the biggest trading partner of both Russia and Ukraine, and the largest importer of crude oil and natural gas in the world. Conflict between Russia and Ukraine does no good for China. Had China known about the imminent crisis, we would have tried our best to prevent it.</p><p>China is committed to an independent foreign policy of peace. As a staunch champion of justice, China decides its position on the basis of the merits of the issue. On Ukraine, China’s position is objective and impartial: The purposes and principles of the U.N. Charter must be fully observed; the sovereignty and territorial integrity of all countries, including Ukraine, must be respected; the legitimate security concerns of all countries must be taken seriously; and all efforts that are conducive to the peaceful settlement of the crisis must be supported.</p><p>Given this, threats against Chinese entities and businesses, <a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.nytimes.com/2022/03/02/us/politics/russia-ukraine-china.html">as uttered by some U.S. officials</a>, are unacceptable. Neither war nor sanctions can deliver peace. Wielding the baton of sanctions at Chinese companies while seeking China’s support and cooperation simply won’t work.</p><p><a target="_blank" rel="noopener noreferrer nofollow ugc" class="dont-break-out" href="https://www.washingtonpost.com/opinions/2022/03/15/defending-ukraine-is-about-sovereignty-not-democracy/?itid=lk_interstitial_manual_10"><em>Charles Lane: The key difference between standing up for democracy in Ukraine and Taiwan</em></a></p><p>Some people are linking Taiwan and Ukraine to play up the risks of a conflict in the Taiwan Strait. This is a mistake. These are totally different things. Ukraine is a sovereign state, while Taiwan is an inseparable part of China’s territory. The Taiwan question is a Chinese internal affair. It does not make sense for people to emphasize the principle of sovereignty on Ukraine while hurting China’s sovereignty and territorial integrity on Taiwan. The future of Taiwan lies in peaceful development of cross-Strait relations and the reunification of China. We are committed to peaceful reunification, but we also retain all options to curb “Taiwan independence.” We hope the United States earnestly abides by the one-China principle and does not support “Taiwan independence” separatism in any form. To ensure long-term peace and stability across the Taiwan Strait, China and the United States must work together to contain “Taiwan independence.”</p><p>In Ukraine, China has made huge efforts to push for peace talks and the prevention of a humanitarian crisis. In a phone call with President Vladimir Putin on the second day of the conflict, President Xi Jinping expressed China’s desire to see Russia and Ukraine hold peace talks as early as possible and received a positive response. When virtually meeting with leaders of France and Germany, Xi emphasized the need to jointly support peace talks between Russia and Ukraine.</p><p>Yang Jiechi, the director of the Office of the Central Commission for Foreign Affairs, just met with national security adviser Jake Sullivan in Rome, and State Councilor Wang Yi has also maintained close communication with Secretary of State Antony Blinken and other foreign ministers, exchanging views on the Ukraine crisis. China has also outlined a six-point initiative that calls for making sure that humanitarian operations abide by the principles of neutrality and impartiality; gives full attention to the displaced persons in and from Ukraine; ensures the protection of civilians; provides for safe and smooth humanitarian aid activities; provides for the safety of foreign nationals in Ukraine; and supports the United Nations’ coordinating role in channeling humanitarian aid, as well as the work of the U.N. crisis coordinator for Ukraine. The first tranche of emergency humanitarian supplies provided by the Red Cross Society of China to its Ukrainian counterpart has been shipped from Beijing.</p><p>As a Chinese proverb goes, it takes more than one cold day to freeze three feet of ice. The long-term peace and stability of Europe relies on the principle of indivisible security. There must be a balanced, effective and sustainable European security architecture. The priority now is to achieve a cease-fire to protect civilians from war. But as a permanent member of the U.N. Security Council and a responsible major country, China will continue to coordinate real efforts to achieve lasting peace. We stand ready to do whatever we can and work with other parties. Our ultimate purpose is the end of war and support regional and global stability.</p>]]></content:encoded>

            <content:encoded><![CDATA[<p>打击“资本无序扩张”，动摇经济发展之本</p><p>芦苇投资研究 ;)2022-03-15 18:52</p><p>资本是经济发展的先决条件，技术创新也好，商业模式的创新也罢，新的机器、厂房的建造，修桥铺路，粮油面酒等万物的生产，无一不是以资本的投入为前提。没有资本的投入，不会有任何的经济深层次的发展，人类将永远停留在打死几只猎物，摘下几个果子，满足短时间的生存果腹所需。今天的人类生活质量将与贫穷时期的古人一样朝不保夕。</p><p>正是因为资本被投入到生产中，经济才得以多次层的展开，专业化分工于是出现，生产率大幅提升，物质数量大增，人类购买力上升，财富增长，生活水平提高。</p><p>资本从何而来？收入减去消费，储蓄下来的就是资本。因为现代经济，经由历史的资本积累非常多，不再是去掉猎物、果子后一眼就能识别出来的。资本被人们当成了可以凭空冒出来的外来物，甚至是政府可以印出来的。这导致对资本应当如何使用，提供了政府可操纵的空间。</p><p>资本最有效的利用，来自企业家才能。这种才能，可以是企业家，也可以是个人。企业家基于市场经济的利润追求、盈亏机制，用自己的个性化的能力，满足消费者需求，为他人提供了价值，为社会创造了财富，民众生活水平得以提高。</p><p>但政府这个组织机构的官僚，一没有企业家才能，二不受盈亏机制制约，跳出来指导资本的利用，这里如何分配，那里如何利用，说三道四，闭不上嘴，闲不住手，乐于折腾，勤于钻营。权力不受制约时，会更加痴迷此道。</p><p>企业家作为一个整体，不可能对资本进行胡乱使用，出资人不会任由企业家乱花自己投资的资本，企业家搞错了会亏到破产。个别行业，个别公司可能因为盲目无知搞错，这非常正常。这种搞错，为市场提供了非常有意义的信息参考，为后来者的商业经营活动，提供了有用的市场信息。</p><p>资本不可能无序扩张，“资本无序扩张”是一个伪概念。政府印钱，是无法形成资本的。政府进行投资，才容易因为没有市场机制的约束，浪费资本，胡乱投资。而受破产倒闭约束，以及出资人股东的限制，企业家只可能个别无知搞错，这对于整个社会，并无大碍，因为作为整体，有人对有人错，会抵消。作为企业家群体，除了政府干预利率搞通胀可能大面积出错，正常情况下，不会系统性出错。</p><p>资本为什么会向某一领域扩张？它的原理是什么样子的呢？</p><p>资本是由企业家进行配置的，企业家发现某些领域消费者的需求未能得到满足，而在此领域进行生产，将会有利所图。资本是因为利润的驱动而进入一个领域，利润之所以存在是因为消费者的需求存在，资本是为了满足消费者需求才会被驱动至此，操作上是由企业家完成的。资本的来源可以是企业家自己的钱，也可以是向出资人募集的资金，比如股票募资即是。</p><p>如果我们理解了这个原理，就能够明白。资本的扩张一定是企业家（注意，这里的企业家是一个泛的概念，个人也可以是）认为有利可图，消费者需求可以去满足，才会对富贵的资本进行配置。此一过程，会进行详细周密的计算，各种商业方案的考量，商业模式的设计，竞争格局的思考，投出去的资本，会在现实中形成工厂，办公室，员工等一系列商品与服务的资产，产出满足了消费者，扣掉成本，还有得赚，就算是成功了。</p><p>只有无知的大批量企业家的胡乱作为，才有可能导致资本向某一领域的所谓看起来的“无序”，然而，市场经济本身就是激烈竞争的，没有什么看起来的一成不变、井然有序的，被淘汰掉的公司彼彼皆是，资本永远都不可能是“有序”的，根本不需要为此而担忧。</p><p>人们可能会对中国的互联网金融创新P2P崩盘，感觉忧心。这大概是多数人心目中的所谓资本无序扩张。还有一些认为房地产也是，教培行业也是，民营医疗也是。这也是官方大加批判否定的所谓资本无序扩张的例子。</p><p>然而，资本之所以会向这些领域扩张，是因为企业家才能发现这些领域存在大量未被满足的消费者需求，进入后有利所图。在消费者需求这个层面，我相信人们不会有异议，显而易见的，优质的教育资源是非常稀缺的，公立教育无法满足多层次的教育需求，是家长自己主动掏的钱。且过程中企业家一直在努力进行商业创新，希望能够将教育资源扩充到更多的地方，进行更多商业模式的创新，形成不同的价格体系，让更多孩子接受到更优质的教育。民营医疗，也是同样的道理。</p><p>在自由市场，不存在资本无序扩张。而在中国，我们看到的某些所谓的无序扩张，背后都有政府的影子。P2P是各地扶持大搞特搞的商业创新，因为行业信息不对称的先天条件，容易出现诈骗的情形。但这里的消费者需求是真实存在的——人们有不满足于银行理财之外的更高收益率的投资需求，企业家资本配置确实出了问题。但如果没有政府的拼命参与，不可能会是那样子的发展。后来又进行了一刀切的操作，直接进行了一场大规模的人工挤兑。这里头P2P的投资固然会有很多无法获得兑付收益的错误投资，但如果不是挤兑，有一些项目未必将来没有收益回来。</p><p>包括2015年的股灾，资本向股市扩张，是因为大牛市羊群效应。但投资本身是一门非常专业的活儿，普通投资者不应该直接参与，他们既然进场了，就要对自己的行为负责，盈亏的市场机制就会发生作用。但背后大量的杠杆配资，各种非法的交易活动都在进行。政府在交易规则之内，没有按要求完成监管，需要负相当一部分的责任。当时场内两融杠杆有2万亿，场外配资估计有6万亿以上。而股灾突然崩盘，跟政府的一刀切去配资杠杆直接相关。当然，一场正常的牛熊转换，股市涨跌，有人赚有人亏，整体上不会对经济造成过大的伤害。</p><p>房地产的所谓资本无序扩张，政府在其中起到了什么作用，中国人都知道。过去20多年房子永远涨，每次跌政府就调控放水，将房地产作为经济支柱来发展，正是政府牵的头。资本不断进入房地产，是赌房价永远涨，“政府不可能让房价跌”是不少中国人对房价的信仰。日本当年地产泡沫，也是政府的错误行为所致。美国的次贷危机地产泡沫，是政府借用两房给次级贷购房者放的杠杆。</p><p>资本永远精打细算，政府权力才会无序扩张！</p><p>我们再说回中国经济当前的现实，政府在过去几年对资本进行广泛打击后。2022年还在继续追击，比如压制美团与餐饮公司的分成比率，打击腾讯公司，将滴滴往死里整。与美国交恶，令中概股全面大崩溃。</p><p>前面说过了，资本是一切生产的先决条件。中国的互联网科技公司去美国上市，是获得资本从而发展的非常好的融资渠道。美国人欢迎，中国企业也乐意去上市。如果这条渠道被掐断，资本将从何而来？回归香港上市，现在的港股流动性如此之差，连续不断崩盘，估值跌成这样，哪里还有能力承接上市。目前AH股都遭遇了流动性不足的问题，资本的重要性不言而喻了。间接融资向直接融资的转变，中国经济的转型，也是需要资本源源不断的接上才行。</p><p>另外一个非常重要的劳动要素激励机制，在广泛的资本打击下，处于崩溃。基本上中国的科技创新公司，都会大量使用期权激励。这样的话，股价的长期稳定上涨，就非常重要。对美团、腾讯、阿里、滴滴等一系列公司进行资本围剿，将使这些公司被迫缩编业务，大规模裁员。这一方面，无法吸收更多就业（包括业务/公司用人），另一方面会增加新的失业。</p><p>中国尚有6亿人月收入不到1000元人民币，10亿人月收入不到2000元人民币。中国经济还需要非常长久的大力发展，才能够让民众提升生活质量，真正地安居乐业。政府的精力应该集中在如何使这6亿人的月收入提高到5000元。</p><p>政府应该立即停止对资本的污名化，停止对任何行业及公司进行的资本与行业门槛管制，政府全面退出民营公司的经营决策活动。全力做好法治环境建设，市场经济秩序的维护，保护企业家人身与产权安全。如此，才能利国利民。</p>]]></content:encoded>
