            <content:encoded><![CDATA[<p>Reprinted from: WWD International Times</p><p>In 2000, EU exports of obsolete textiles were more than 55 million tons; in 2019, they increased to 1.7 million tons, equivalent to 8.4 pounds of textile wastes per year. A comparison of the per capita consumption of approximately 15 pounds of textiles per year in the European Union indicates that more than half of the textiles are exported to Asia and Africa for precipitation recovery or for landfills.</p><p>The report of the European Environment Agency (EEA) stresses that consumers make their old dressings a good vision, and hopes that they will be used by those who need it, but that the facts are often contrary to them.</p><p>Indeed, there is considerable uncertainty as to whether exports of obsolete textiles can be used effectively on a second basis.</p><p>Africa is reported to have imported most of Europe’s obsolete textiles, accounting for 46 per cent of total European exports, some of which are resold on the second-hand market, but still a large part of them remains the textile waste that plagues sustainable development. Asia, on the other hand, imported 41 per cent of the EU textile waste and partly recovered from industrial fillings for reuse.</p><p>The largest second-hand textile importer in Asia is Pakistan. Here, about half of the second-hand textiles are recycleed into industrial products.</p><p>As the world’s sixth largest consumer importer, Ghana has a very prosperous secondary garment market. However, as the quality of the past few years has not been guaranteed, the market has been “bush” and the recyclable rate of second-hand clothing has been significantly reduced, eventually becoming a waste that plagues the human ecological environment. In addition, the report indicates that these textile wastes are eventually buried, burned or dumped directly in the river’s sea, causing serious air, soil and water pollution.</p><p>As mentioned in the report: “In principle, exported obsolete textiles can be reused in the receiving country; however, in practice, these hard-to-reuse end-of-life textiles are usually recycled, directly buried or sent into the garbage dump.”</p><p>At the same time, codes used to record textiles and fibre composition are often confused, and it is therefore difficult to track the arrival of waste in other countries. The report indicates that there is a lack of specific research and information on the actual re-utilization of end-of-life textile countries, the proportion of end-of-life textiles that eventually become waste, the specific waste management system and the corresponding ability to deal with obsolete textiles that are difficult to recover sustainably.</p><p>With the closure of the channels for the export of textile waste to the countries of the South, Europe also faces great challenges in dealing with its own textiles.</p><p>In addition, by 2025 EU countries will need to separate textiles from other wastes; in addition, the EU has introduced restrictions on the export of second-hand textiles to developing countries, and it is expected that the list of textiles prohibited from exports will be established by the end of this year.</p><p>At the same time, the report of the European Environment Agency stresses that Europe is not in a position to recover most of the second-hand clothing and shoes it produces.
