            <content:encoded><![CDATA[<p>The Internet, based on IP agreements, is an important cornerstone of the global digitization wave of nearly 30 years. With the formal exhaustion of IPv4 addresses in 2019, the global Internet has been upgraded from IPv4 to IPv6. By the end of 2022, there were 26 countries with a global IPv6 deployment rate of over 40 per cent.</p><p>In mid-2017, the Office of the United Nations High Commissioner for Refugees issued the Plan of Action for the Advancement of the Sixth Edition (IPv6) of the Internet Agreement, and our IPv6 developed as an accelerated key. In the past six years, the deployment of our IPv6 has been abrupt, with historic achievements. In March 2023, the number of active IPv6 users in my country reached 74 billion, the number of IPv6 traffic in mobile networks was more than 50 per cent, and the mobile Internet took the lead in a new phase with IPv6 as the main vehicle. In this context, in order to further consolidate and scale up the gains already achieved, further promote the inner dynamics of IPv6 technological evolution and application innovations, enhance the deployment and application of IPv6 scale, eight ministries, including the Ministry of Works, jointly issued the Implementation Opinion for the Advancement of IPv6 Technology Evolution and Application of Innovation (hereinafter referred to as the Implementation Opinion), which aims to further expand the scope of the IPv6 network by leading the production community to further in-depth study and excavation of the technical potential and innovation applications of IPv6, further release the technical innovations and potential of IPv6, and provide a new generation of Internet-enable technologies in our next generation.</p><p>Overall, IPv6+ fully tapped the potential of IPv6 space and protocol expansion to better meet the needs of 5G, cloud services and tenant interconnections for sea volume, high speed, quality, flexibility, security and low-temperature connections, and to advance the development of IPv6+ technology and application innovation is an important initiative to further the shift of IPv6 size from energy to quality, from quantity to quality and from externally driven to inner-driven.</p><p>In response to the “IPv6+” move, the Implementation Opinion gave two requirements: first, the application of mature technologies to scale. The mature “IPv6+” technologies, including sub-routing (SRv6), network cassettes, stream-based testing, etc., have matured technically, standard-setting, and have been applied to varying degrees of pilot applications in the landscape of basic networks, industry networks, data centres, etc. These technologies need to be scaled up and industrialized on the basis of full pilot and stocktaking. The second is to strengthen innovative research on emerging technologies. The development of the “IPv6+” technology research and business model is currently unfolding and accelerating the integration of innovations in a new set of technologies, represented by networks, network calculations, network identification, network safety, network digital literacy, self-intellectual networks, etc. These new technological directions will be the focus of international technology competition and will serve as a focus area for standardization, and thus require enhanced standardized inputs, as well as a leading force of international standards, to take advantage of future competition in the network industry.</p><p>For research and industrial applications of various types of IPv6+ technologies, the Implementation Opinion gives two aspects of work:</p><p>Investing in core technologies for building innovative public service platforms</p><p>Technological innovation is the driving force of development. The Implementation Opinion proposes the launch of the IPv6 technology “bunching” initiative, which actively promotes the next generation of key Internet technology studies, such as the new network system, network integration, real-source identification system (SAVA), and the creation of a technological innovation system. The Implementation Opinion emphasizes technology innovation and applications as a breakthrough, harnessing new capabilities for innovation in the network industry through new technologies, encouraging relevant enterprises to increase research and development on related products such as network equipment, security equipment, smart terminals, and leading to the development of industrial chains such as network processors, chip exchanges, high-speed web interfaces, programmable logs, proprietary software, etc. to build an innovative public service platform of IPv6+. At the same time, the Implementation Opinion also calls for accelerated development of IPv6 national standards and active participation in international standardization, and 33 IPv6 national standards in 2023 adopted the National Commission’s Listing, which will further refine our IPv6 standard system.</p><p>Launching of the “Net to NAT” initiative to accelerate the entry of the network facility to IPv6 alone</p><p>Infrastructure is a guarantee of development. The Implementation Opinion proposes to encourage and expedite the development of network infrastructure such as basic telecommunications networks, business networks, park networks, data centre networks, IUCN, etc. to IPv6 alone, to undertake a “net-to-NAT” initiative to expedite the withdrawal of IPv4 private addresses, to propose IPv6 single-door deployment schedules and road maps, to actively promote the scaled-up IPv6 network environment, and to provide more refined web-based conditions for IPv6+ technological innovation and site application.</p><p>Through the launch and implementation of the Implementation Opinion, the country will form a new heat flow for technological innovation and applications.
