This decision is made by allowing people to use Bitcoin and USDT from cryptocurrency wallets on their phones to pay bills, regardless of the specific service or amount. The move is part of a plan called "Plan B", in which Lugano partnered with Tether and Bitcoin Suisse investment fund to use blockchain technology to improve the city's financial system.

Lugano became the second government in Switzerland to recognize Bitcoin as a payment method, after El Salvador. Other cities in Switzerland such as Zug and Zermatt have also adopted Bitcoin for tax payments and tested blockchain technology.
