The promotion of technological innovation is an effective way of addressing the many economic problems facing China today, but the protection of property rights needs to be strengthened.

China’s economic development has been open for more than three decades of reform and is now in a critical transition. The smooth transition of the transition determined China’s economic development over the next decade and two decades. These years can be said to be very critical.

The shift from capital accumulation to innovation-driven economic growth is a great feature.

Industrial policy is not required at the policy level. What we need? I propose four main supply-side measures:

Protection of private property rights

What is the relationship between protecting private property rights and innovation? The relationship is too large, as innovative R&D requires a long-term accumulation, not a brake, but a long-term R&D investment, long-term technological accumulation, in order to achieve a breakthrough. You must protect your property rights if you want to make long-term investments in research and development. The value of the protection of property rights is that entrepreneurs are given a stable expectation of future benefits, and that they can make long-term investments only under a stable expectation.

China’s entrepreneurs preferred short-term projects, and China’s entrepreneurs were reluctant to invest in research and development because of what was the reason? The reason is that the uncertainty of the future is too high. I have invested in research and development, a build-up of more than a decade, and it is not clear how I will return over a decade. So you now see our entrepreneurs not investing this money in R&D projects, but moving funds abroad.

During the spring period, I participated in the establishment of the Association of Former Students of Central Europe and New Zealand, with over 70 Central European school friends from Australia and New Zealand at the founding assembly in Sydney. Why? The security of property, the education of the child, the air, the environment, is running.

Therefore, the protection of private property rights is a prerequisite for long-term investment in R&D, and you have no effective property protection and no one is willing to invest in the long term. So I say that we are in favour of supply side, and we believe that technological innovation is also an effective way of addressing the many economic problems facing China today, but that the protection of property rights needs to be strengthened.

A joint notification by the Central and State Council last mid-November is worth noting that this issue has been reflected at the central level and that it is a matter of concern. This notification is the Opinion on Respecting and Protecting the Spirit of Entrepreneurs, which was adopted by the Political Bureau in March this year in a similar manner. It is now more serious and has attracted high-level attention. You want to protect private property rights and to respect entrepreneurship, without which we will be innovative.

It is certainly good for you to document, comment, but why has not played a prestigious role? It is your document and your observations that cannot effectively achieve your goals. What is the most effective way of protecting property rights? The rule of law is not people. What is the opposite view that you have given today? We have seen a number of paradoxical comments from the Government, and I am embarrassed, and I do not know what kind of regulation is. The rule of law is very clear, and he will not change at will with changes in Government so that his protection of property rights is more effective than the Government’s commitment.

On the supply side, I am very much in favour of what needs to be done, but first, to protect private property rights.

Second, narrowing the State-owned economy

What would be the results of private enterprises in the market if they were behind in innovation? The market would punish him and the market would phase out him, and his innovation was a pressure on the market.

Innovation is not a business-intensive undertaking in a market-based competition environment, and innovation is a top priority for business life and death.

In the era of quantitative growth that has ended into technological innovation, innovation is a top priority for business. The business, CEO, must look for innovation, and the directors of the business must focus on innovation, which failed. It can be said that the enterprise’s existence is intended to be innovative, not production, not marketing, but innovation. As market pressures are too great, you are moving a step away.

The Internet pop-up information push service mentioned in these Provisions refers to the information push service provided to Internet users in the form of pop-up message window pages through operating systems, terminal devices, application software, websites, etc.

The term “Internet pop-up information push service provider” as mentioned in these Provisions refers to the owner or operator of the operating system, terminal equipment, application software, website, etc. that provides Internet pop-up information push service.

Article 3 the Internet pop-up information push service shall abide by laws and regulations, adhere to the correct political direction, public opinion guidance and value orientation, carry forward the socialist core values, push the upward and good quality pop-up information content, and develop a positive and healthy network culture.

Article 4 Internet pop-up information push service providers shall implement the main responsibility of information content security management, and establish and improve management systems such as information content audit, ecological governance, network security, data security, personal information protection and minors protection.

Article 5 the Internet pop-up information push service shall strictly comply with the following requirements:
