But something's missing.

For all the talk of "decentralization" and "community ownership," look closely at how these networks actually work. Who captures the value? Who makes the decisions? Who benefits when the network succeeds?

The answer, almost universally, is: not the communities these networks claim to serve.

This is where Regenerative Finance (ReFi) enters the picture—not as a marketing angle, but as a fundamental redesign of how decentralized infrastructure should work.

The DePIN Promise vs. Reality

Every DePIN project tells a similar story:

"We're building community-owned infrastructure. Participants earn tokens for contributing. Decentralized. Democratized. The future of infrastructure."

It sounds great. But let's examine what's actually happening.

The Current Model

This isn't community ownership. It's community labor with investor ownership.

The individuals deploying nodes are essentially contractors—paid in speculative tokens while the real value accrues to whoever controls the foundation, the token treasury, and the network effects.

Where the Value Actually Goes

Let's trace the value in a typical DePIN network:

Notice what's missing? The communities where this infrastructure operates.

A Helium hotspot in Kansas City generates network coverage for Kansas City. The data flowing through it comes from Kansas City residents and businesses. But the value flows to... San Francisco investors, a Wyoming foundation, and global token speculators.

That's not community ownership. That's extraction with extra steps.

What ReFi Actually Means

Regenerative Finance isn't a buzzword. It's a set of design principles:

1. Community Benefit as the Design Goal

Not "we also benefit communities" or "communities earn tokens."

Community benefit is why the system exists. Every design decision flows from this goal.

Questions a ReFi project asks:

• Does this feature increase community benefit?

• Does this governance change give communities more control?

• Does this tokenomic adjustment keep more value local?

Questions a typical DePIN project asks:

• Does this feature increase network metrics?

• Does this governance change protect the foundation?

• Does this tokenomic adjustment drive token price?

Different questions lead to fundamentally different systems.

2. Value Stays in Community

In a ReFi DePIN, the data generated by a community benefits that community first. Not as "rewards" denominated in speculative tokens—but as actual economic infrastructure: lending, local commerce, improved services.

3. Positive-Sum Design

Most crypto projects are zero-sum: one participant's gain is another's loss. Token price goes up because new buyers outnumber sellers. Early investors win; late investors lose.

ReFi projects are designed as positive-sum: every participant can benefit because the system creates real value, not just redistributes speculative value.

4. Long-Term Sustainability

A system that depends on token price appreciation to retain participants isn't sustainable. When the price drops—and it always eventually does—participants leave, the network degrades, and the "community" evaporates.

ReFi systems are designed for sustainability through real utility. Participants stay because the system serves their actual needs, not because they're hoping for price appreciation.

Why Current DePIN Can't Just "Add" ReFi

Some might think: "Okay, so IoTeX or Peaq just needs to add community benefit features."

It doesn't work that way. Here's why:

Structural Incompatibility

You can't retrofit community benefit onto a system designed for enterprise adoption and token speculation. The incentives are wrong. The governance is wrong. The architecture is wrong.

The Helium/San Jose Case Study

Helium—the largest DePIN network—tried municipal partnership. San Jose, California became America's "first Helium-partnered smart city" in 2021.

The promise: Deploy hotspots, mine tokens, fund internet access for 1,300 low-income families.

The result: Funded internet for 86 families. Partnership "fully concluded" with no future plans.

Why did it fail? Because Helium's system is designed to optimize for wireless coverage, not community economic development. When you try to use a coverage-optimized system for community benefit, you get coverage outcomes, not community outcomes.

The tool shapes the work.

What ReFi DePIN Actually Looks Like

So what does community-first DePIN design actually look like?

Different Goals

Different Architecture

Each community has sovereignty over its infrastructure. Local economies aren't just "use cases"—they're the reason the system exists.

Different Governance

Instead of a foundation in Switzerland making decisions for a global network, communities govern their own infrastructure:

• Community Councils set local policies

• City partnerships provide legitimacy and integration

• Open-source code prevents lock-in

• Forkability ensures communities always have exit options

Different Metrics

Instead of tracking token price and total value locked:

• Economic multiplier: How much economic activity does $1 of infrastructure investment generate?

• Income generated: How much have community members earned?

• Loans facilitated: How much capital has reached underserved borrowers?

• Service access: What services are communities accessing that they couldn't before?

The Opportunity

Here's the thing about the DePIN market: it's early.

$18 billion is significant, but infrastructure markets are measured in trillions. The smart city market alone is projected at $700B+ by 2030. Community development finance is a $2T+ opportunity globally.

And no one is building DePIN infrastructure with community benefit as the primary design goal.

Not IoTeX (enterprise IoT). Not Peaq (machine economy). Not Plume (institutional RWAs). Not Helium (wireless coverage).

This isn't a feature gap. It's a category gap.

The player who designs for community benefit from day one—who builds the ReFi alternative in DePIN—captures a market that the enterprise-focused players can't serve.

Because you can't retrofit community DNA onto enterprise architecture.

What This Means for Builders

If you're building in DePIN, ask yourself:

1. Who actually benefits from my network?

   • If the answer is "token holders" or "the foundation," you're building extraction infrastructure

   • If the answer is "the communities where infrastructure operates," you might be building something different

2. What would my network look like if token price went to zero?

   • If it would collapse, you've built a speculation vehicle

   • If it would still function because it delivers real utility, you've built infrastructure

3. Can communities govern their own participation?

   • If communities are just users/nodes on your network, that's not ownership

   • If communities can set their own policies, exit if they choose, and capture local value, that's starting to look like ReFi

4. How do you measure success?

   • TVL and token price = extraction metrics

   • Economic multiplier and community income = impact metrics

The Path Forward

The DePIN sector is at an inflection point. The infrastructure is maturing. The market is growing. But the dominant design pattern—enterprise-focused, speculation-driven, extraction-oriented—doesn't have to be the only pattern.

ReFi principles offer a different path:

• Community benefit as design goal, not marketing afterthought

• Value stays local, not extracted to global token holders

• Positive-sum design where everyone can win

• Sustainable through utility, not speculation

This isn't idealism. The Sarafu Network in Kenya demonstrated a 240% economic multiplier with community currency; real, documented, peer-reviewed results.

The tools exist. The models are proven. What's needed is a DePIN infrastructure that actually applies these principles.

That's why DePIN needs ReFi.

Why We Built L{CORE}

At Locale Network, we're building City Chains. These are grassroots L3 networks that settle to Locale, our L2 base layer in Q3 2026. Together, they help cities deploy DePIN, ReFi, and RWA infrastructure. Real cities. Real utility. Real tokenized assets.

But we hit a wall.

IoT devices lie. Or rather, the data they produce can't be trusted on-chain. A sensor can claim it measured 72°F, but how does a smart contract know that's real? How do you verify on-chain that a solar panel actually generated 500kWh? How do you trust a traffic sensor's count?

This is the IoT trust problem, and it's been blocking real-world blockchain adoption for years.

The Problem with Existing Solutions

Today's DePIN infrastructure is fragmented across dozens of separate L1 networks. Helium runs on Solana. Hivemapper has its own chain. IoTeX, Peaq, DePHY—each ecosystem demands its own token, its own validators, its own liquidity pools.

This creates real problems:

• Liquidity fragmentation — Every new DePIN L1 splits capital across yet another ecosystem

• Integration complexity — Bridging assets between chains adds friction and risk

• Adoption barriers — Cities and enterprises don't want to manage multiple tokens and networks

• Pay-per-proof fees — Attestation services charge per verification, killing margins for high-volume IoT

• Vendor lock-in — Once you build on a specific chain, migration is painful

We needed something different. Infrastructure you own. No external tokens. No per-proof fees. Deploy on the chains where liquidity already exists. All without sacrificing the minimization of centralization, trust, or security and data privacy risks.

Enter L{CORE}

L{CORE} is infrastructure, not a service. It's a complete attestation stack you deploy yourself:

How It Works

1. Device Identity with did:key

Every device gets a decentralized identifier (DID) using the did:key format. No centralized registry, no permission needed. The device owns its identity through a secp256k1 keypair.

2. Cryptographic Signatures with JWS

Devices sign their sensor readings using JSON Web Signatures (JWS) with the ES256K algorithm. This creates fraud-provable attestations—anyone can verify the signature came from that specific device.

3. TEE Verification

The Attestor runs in a Trusted Execution Environment. It verifies device signatures before data ever hits the blockchain.

4. Fraud-Provable Settlement

Cartesi provides a full Linux runtime inside a RISC-V virtual machine. Every computation is deterministic and fraud-provable. We run SQLite inside Cartesi for complex queries and persistent state.

5. EVM Finality

Settlement happens on your chosen Arbitrum Orbit chain with compatibility across the ecosystem.

Why Arbitrum?

Incubated in the DAO's DDA3 grants program, L{CORE} takes advantage of Arbitrum's Orbit stack, which enables anyone to launch application-specific L2s and L3s. City Chains are L3 networks with plans to deploy an L2 network, Locale, as the base settlement layer across each participating city. L{CORE} gives these chains native IoT capabilities without requiring cities to adopt a completely separate network or token.

This is important. When discussing the deployment of smart infrastructure with a city, the last thing they want is another blockchain to learn, another token to manage, and another ecosystem to trust.

With L{CORE} + Arbitrum Orbit, IoT attestation is just a feature of your chain. Not a separate network to bridge to.

SDKs for Real Hardware

We built SDKs for actual IoT devices:

The C SDK is particularly important. Most "IoT blockchain" projects only support powerful devices with Node.js or Python runtimes. Real embedded devices—the ones actually deployed in the field—run on microcontrollers with kilobytes of RAM.

Our C SDK runs on ESP32 and similar microcontrollers, enabling true edge attestation.

Use Cases

L{CORE} enables trustless verification across industries where real-world data meets on-chain value. Anywhere sensors produce data that needs to be trusted, attestation infrastructure can bridge the gap between physical measurement and blockchain settlement.

• Carbon credits — Emissions sensors sign readings at the source, enabling auditable, tamper-evident proof of capture rates for on-chain carbon credit issuance.

• Renewable energy — Solar inverters and wind turbines attest to generation data, enabling real-time REC minting and automated green energy trading.

• Smart cities — Traffic sensors, air quality monitors, and utility meters produce authenticated readings that can trigger on-chain actions like congestion pricing or pollution alerts.

• Supply chain — Temperature loggers and GPS trackers sign readings throughout a shipment's journey, creating an immutable chain of custody for cold chain and pharmaceutical logistics.

• Agriculture — Soil sensors, weather stations, and yield monitors produce attested data for crop insurance, carbon sequestration credits, and verifiable farm-to-table provenance.

Any sensor that produces data can now produce verifiable data on-chain.
