Areas involving disease prevention, innovation and livelihood

It is understood that the Plan works closely around the county and city centres and is marked and focused. The first is the timely promotion of anti-communicable disease control legislation, with a strong human role. In order to better fulfil the role of the City Standing Committee in the prevention and control of the epidemic, the Standing Committee of the City Council urgently studies and, on the basis of the decision of the Standing Committee of the People’s Congress of the City of Hiroshima to make every effort to control the new outbreak of pneumonia in accordance with the law, will include in the Plan the Wide State and City Ordinance on the Prevention and Control of Communicable Diseases, as well as the Regulation on the Management of First State and Municipal Social Emergency Health.

The Plan also focuses on legislation in the area of economic development and science and technology innovation, and aims to upgrade the functions of the Regional Centre. To promote the new dynamics of the city, to accelerate the construction of a modern economic system and to further the implementation of innovative and catalytic development strategies, formal projects have been organized under the Wide State City Business Environmental Regulation, the Wide State City Model Regulations for the Promotion of Science and Technology Innovation, and the Plan for the Promotion of Youth Innovative Business in the City.

In addition, legislation in the area of human life has been vigorously promoted and people-centred legislative thinking has been maintained. In order to effectively guarantee and improve the lives of the people, the growing need for a better life for the people is constantly being met, including in the Plan, the Wide State City Caritas Ordinance, the Wide State City Kindergarten Service Regulations, the Wide State City Social Emergency Medical Administration Regulations.

In the area of strengthening urban construction and management, priority is given to strengthening and innovative regulatory projects for urban building management, creating a common system of social governance, upgrading the quality of urban functions, and including in the Plan the Hiroshima Municipal Property Management Regulations, the dog management regulations for the municipalities.

Pre-school education legislation achieves “child-friendly”

The vital interests of millions of families in pre-school education are a reflection of the core competitiveness of cities and an important element in achieving “new urban dynamics”. In 2019, the Program of Action for Inclusive Health Development in the City of Hiroshima was introduced to include pre-school education in public life. The municipality is committed to achieving by 2020 the target of 50 per cent of kindergartens and 80 per cent of GSPs. Fiscal investment in pre-school education has increased significantly. There has been a steady increase in the number of kindergartens in public institutions, with 379 and 588 million new kindergartens in 2018 and 2019 respectively. In general, however, there is still a significant gap between the overall level of pre-school education in the State and in the developed cities, and the demand for adequate and high-quality pre-school resources with the population.

It is understood that the existing regulations governing the management of early childhood education in the cities of Hiroshima have been in place since 1997 and that some provisions have been unable to meet realistic needs as the process of urbanization accelerates and the impact of “comprehensive two children”. This legislation, which is an important part of the work of the Standing Committee of Municipalities in promoting pre-school education, is fully informed of the short-term and needs of pre-school education in the county and municipality, listens to comments and suggestions from all sectors of society, draws on the best practices of other provinces and municipalities in the area of kindergarten legislation, institutionalizes the latest requirements and practices related to pre-school education at the national, provincial and state levels, regulates, and makes explicit provisions at the local level on the nature of pre-school education at the county and municipal level, government responsibilities, parking system, teacher-building, resource allocation, etc. Through the normative, mentoring and promotional role of legislation, there are multiple avenues for expanding pre-school resources, effectively improving the treatment of early childhood teachers, improving the quality of nursery school management, accelerating the development of pre-school education, characterized by a public service and a high-quality, inclusive balance, and achieving the “child-friendly” goal.

“In the course of the past year, companies have been strained in operating and financing cash flows, although they have made every effort in many areas, such as financing extensions and debt swaps, asset disposal and expedited sales, stable production and expenditure rankings, communication with Governments, and have significantly reduced cash flow pressures and reduced overall interest-bearing liabilities.” At the performance session on 25 April, the Chairman and Director-General of the South-Central Bank presented a record of the company’s efforts over the past year, “though these initiatives were at the expense of profit, resulting in a loss of over $9.1 billion”.

In 2022, the share of construction in the south-central sector decreased by between $25.47 and $59.4 billion, and the net loss of shareholders belonging to listed companies increased to $917 million; the contract sales and sales decreased by 67.1 per cent and 63.0 per cent, respectively, over the average industry.

After two consecutive years of substantial losses, the hypocrisy consisted of a needle “strong agent” at the performance level, “taking into account the fact that the company’s cash flow was at a time of greatest strain, that the nascent expenditure and exchange rate of 2023 would be more secure, and that this year would not be balancing cash flows and profits with price swaps, profit turnover.”

This is based on the limited resources currently available for the construction of the remaining active housing stock in south-central Asia, the lack of space for substantial discounts for the sale of the current home, the modest changes in the operating prices of the built-in projects and the relative stability of the profitability; the company’s preparation for large-value discounts for two consecutive years, and the fact that in 2023 there was no need for further increases in the price preparation and bad-for-money preparation of the stock and the overall cash flow for 2022.

“In the event of a sustained market return in 2023, companies are confident that they will be able to achieve profits.”

Assets devalued, business downturns caused significant losses

In 2021, for the first time since its inception, the net profits of shareholders belonging to marketed companies in the south-central region amounted to a net loss of $338 million; last year, the company had failed to achieve a deficit of $917 million.

In terms of sub-operation, there has been a significant decline in the level of receipts and profits of the two major capitals in central and southern construction.

The settlement income from real estate operations was $502.6 billion, a decrease of 10.33 per cent, a decrease of 9.35 per cent to 1.34 per cent in the same rate, and income from construction operations was $94.8 billion, a decrease of 62.3 per cent, and a decrease of 17.44 per cent to 11.1 per cent in the same rate.

In response to the increase in corporate losses, the hypocrisy was reflected in the performance response, which stated that, in order to guarantee continued operating security, companies had undertaken a number of marketing measures at the expense of profits in order to obtain more free cash, and in 2022 about 40 per cent of companies had come from home-based and home-based sales.

The above measures are reflected in the average price of sales in south-central construction last year, which is from 11.1 per cent to 11951 yuan renminbi.

Another reason for the increase in the loss was the preparation of a drop in prices. Assets are projected to total $3.53 billion. Of this amount, $940 million was lost in credit reduction for receivables, $410 million in loss of contract assets, $213 million in inventory prices and $0.50 billion in contract cost-reduction losses. The increase in the net profits attributed to shareholders of listed companies amounts to $3,344 million, with a combined net loss of over $9.1 billion for construction in the south-central region.

The third major reason is that income is not commensurate with costs and that, in the case of a decline in the size of company sales and settlements, fixed costs are difficult to rapidly reduce, resulting in additional losses.

In fact, the security of cash flows, the crowding of performance water is consistent with the construction of last year’s “dependency for profit security” in central and southern Africa, which has chosen cash flow security in the face of survival difficulties.

At the end of last year, interest-bearing liabilities had fallen to $475.5 million, a decrease of $147.2 billion from the end of the previous year; net cash flows from operating activities amounted to $62.5 million, maintaining positive values for five years; and hand-held money of $137.5 million.

In 2023, the company’s liability was $23.2 billion. The Secretary of the Board of Mid-South Construction stated, in his performance, that “some portions of the cash available without extensions (a net cash flow from operating activities of $625,000 million) would be fully available for repayment”.

However, the company’s asset liability rate data as at the end of last year had changed, with an increase of 1.44 to 89.81 per cent in the same asset liability rate, an increase of 15.01 to 108.04 per cent in the net liability rate, and an increase of 1.95 to 82.47 per cent in the asset liability rate after deduction of pre-payments.

The Deputy Director-General and Director-General of Finance in south-central Asia expressed the view that these variations were also associated with a one-and-a-half-year cycle market. Work will be undertaken in the future on the basis of business security, in such areas as asset activation, retention of liabilities, replenishment of entitlements and anticipated promotions, in an effort to expedite the sale and transfer of assets; and increased efforts to consult with financial institutions partners to reduce the cost of liabilities while actively utilizing capital markets as an engine for effective replenishment of equity capital.

Profits in 2023

The contraction has not been smooth and inaction, and since the start of the crisis, construction in central and southern Africa has been “to do me” to reverse the situation. Suffice it to say that, in the long run, improving the quality of development and transforming the development paradigm are the imperatives of medium- and south-central construction.

It was further explained that “the time has passed when top-yielding, high-levering poles have been used in various ways, such as the external policy environment, the market environment, etc., and the time has passed for construction operations to produce more than heavy profits. Our business model will change fundamentally, both in a passive and proactive sense, and the core sources of corporate profits will shift from size and leverage to quality and profit.”

The company indicated that both construction and property operations would contract and optimize layouts and upgrade investment and business management, especially for profit and cash flows.
