I would like to take this opportunity to share with you some thoughts and experiences on learning and understanding the spirit of General Secretary Xi’s speech and promoting the new pattern of China’s opening up in the new era.

China’s reform and opening up began in 1979, from five special zones to 14 coastal cities, and then to the construction of 27 coastal economic development zones, which gradually opened the door of China’s opening to the outside world. Over the past 40 years, China’s opening-up has made great achievements. From 1979 to 2017, China’s foreign trade rose from US $10 billion to US $4.1 trillion last year, ranking first in the world, attracting us $1.9 trillion in total, ranking second in the world last year, and its foreign exchange reserves have also increased to US $3 trillion now.

In this process, China’s opening to the outside world has formed five characteristics:

1、 In terms of import and export trade, it is mainly export-oriented;

2、 In terms of capital entry, foreign capital is mainly introduced;

3、 In terms of opening-up, it is mainly coastal opening-up, and then gradually inland opening-up;

4、 In terms of trade products, mainly goods;

5、 In terms of the world economy, compliance with international economic rules forces the opening of the domestic system.

These five characteristics are the five characteristics formed from the beginning of the 1980s to the beginning of the new century. Since the outbreak of the international financial crisis in 2008, China’s opening-up has changed. In recent years, the growth rate of China’s annual commodity export is far lower than that of imported commodities. For example, last year, China’s commodity export was 15.3 trillion, an increase of 10.8%, and last year’s import was 12.5 trillion, an increase of 18%. Over the past five years, our exports have basically shown single-digit growth, but our imports have always maintained double-digit growth, so the trade surplus has gradually entered a parallel stage. Overall, a substantial increase in the total volume of imports is conducive to industrial transformation and upgrading and meeting consumer demand, as well as enhancing our voice on the world economic stage.

3、 The pattern of opening up from coastal areas to coastal and inland areas. 40 years ago, China’s opening-up started from the coast and gradually promoted from east to west. This opening-up pattern widened the gap between the central and western regions. The total amount of import and export and foreign investment in coastal areas account for about 85% of the country every year, while the total amount of import and export and foreign investment in central and western regions account for only 15% of the country. Since the 18th National Congress of the Communist Party of China, with the the Belt and Road, the Yangtze River economic belt, Beijing Tianjin Hebei and xiong’an new area, the construction of inland open Highlands in the central and western regions has been accelerated day by day, and the pattern of all-round opening has become increasingly apparent. In particular, the state has successively arranged 10 national pilot zones in the central and western regions, newly established 28 comprehensive bonded zones, landed 7 pilot free trade zones, and built more than 100 national ports, forming a new pattern of all-round opening in the East, West, north, South and middle.

In the past, if a new open port was approved along the coast, it usually took five or even ten years to move inland. Now, soon after Shanghai established the free trade zone, three places along the coast followed up, and seven provinces in the inland central and western regions followed up. Therefore, there are now 11 free trade zones.

Similarly, in terms of bonded areas, 28 coastal areas have been built since Waigaoqiao bonded area was built in 1990 to 2010. However, from 2010 to now, 28 bonded zones have been added in the central and western regions. Now there are more than 50 bonded zones and more than 100 special customs supervision zones in China. This means that China’s inland and coastal areas have reached the standard of synchronous opening-up.

There were originally Shanghai Pudong New Area and Tianjin Binhai New Area, and then there were 10 new areas in the mainland. Now no one in Shenzhen calls it “our Shenzhen special zone”. However, when approving the new area, it was still in the name of the new area. In fact, the policies of the special zone are all available in the new area. In the past, the income tax of the special zone was 15%, and now the income tax of the special zone has become 25%. Therefore, “not special but special, there is special in special”. This means that the 10 inland new areas are actually equivalent to the inland, and there are 10 open areas equivalent to the previous special zones.

The most important thing is the construction and opening of ports. China’s original ports were all located along the coast, but there were no ports in the inland. Although there were customs in the inland, after customs inspection, any goods transported to Shenzhen had to be subject to repeated customs inspection, and the orders for customs clearance were counted in Shenzhen. Therefore, 70-80% of the import and export were in coastal ports. In recent years, more than 100 class I ports have been built inland. What is a class I port? As long as the customs inspection is completed, the goods can go abroad directly and become an E-customs. When it comes to border supervision, mutual recognition and information exchange, it takes the local first-class customs inspection as the standard. Which means

In addition, the house involved in the case is the joint property of husband and wife. Yang mouhong and Wu mouchun have the right to decide how to use and dispose of the house, and others have no right to interfere. Although Yang moushun has lived with Yang mouhong and Wu mouchun since birth, he does not naturally enjoy the right of residence in the house involved in the case and has no right to continue to live in the house owned by his parents. Therefore, the judgment rejected Yang moushun’s claim.

In this regard, the supreme law states that Article 26 of the civil code of the people’s Republic of China stipulates: “parents have the obligation to raise, educate and protect minor children. Adult children have the obligation to support, support and protect their parents.” For adult children who are able to work, parents no longer bear the obligation to support them. If parents voluntarily provide material assistance to adult children, it is the right of parents to dispose of themselves voluntarily; If parents are unwilling or unable to provide material assistance to adult children and their children forcibly “gnaw the old”, it will infringe on their parents’ civil rights and parents have the right to refuse.

While protecting the legitimate rights and interests of the parties, judicial decisions also guide people’s self-esteem, self-reliance, self-improvement and self love.
