Optimism is a layer-2 solution. The Optimism network lets you send transactions, similar to Ethereum, but with two important advantages, and one feature that stays exactly the same.

·         Near-instant transaction finality. You know almost immediately if your transaction took place or not.

·         Much lower transaction fees. Typically between a 1% and 10% of the cost on the Ethereum mainnet (also known as layer 1 or L1). 

·         Decentralization: All transactions are posted to L1 Ethereum, inheriting the strong security guarantees of Ethereum.

Layer 2 networks (like Arbitrum) are not separate blockchains. Instead, they combine large quantities of transactions off-chain (off of the Ethereum blockchain) before then submitting them bundled together on-chain, thus relying upon the same security and consensus mechanism as Ethereum.

Optimism is called an "optimistic rollup" because it "assumes the best" and defaults to submitting the minimum amount of information required with each bundle of transactions. Read more about them on their official blog.
