OCCIP is not an official financial regulator, but is responsible for coordinating the Treasury Department’s efforts to strengthen the security and resilience of critical infrastructure in the financial services sector and reduce operational risks. It works closely with financial firms, industry organizations and government partners to share information on cybersecurity, threats and vulnerabilities.</p><p>However, the paper points out that not all DeFi protocols are truly decentralized, and some have significant centralization points that should subject them to existing financial regulations. At the same time, the team also proposed the creation of a new category of “critical communications transmitters” that would interact with and become an integral part of true DeFi systems as part of the new legal framework.
