The protection of the legitimate interests of investors, in addition to prior and effective institutional arrangements and safeguards, makes the right of investors to know, participate in, and distribute the benefits of the law real, all the more important, through strong and effective ex post relief measures, to provide investors with specialized assistance and support to enable them to obtain timely and adequate relief and economic compensation when their legitimate interests are violated and their economic interests lost.

Securities, futures and fund disputes are mainly related to economic interests, but most disputes are not significant, involving a large number of cases involving microfinance consumers, and without simple, fast and affordable dispute resolution, can strike public investment confidence and stimulate unlawed market players and undermine the healthy development of capital markets.

The search for fair and efficient dispute resolution mechanisms is an important part of the construction of a chain of defence for investors, the protection of service investors and the promotion of investor trust in capital market development.

The regulatory branch has always attached great importance to the development of mechanisms for the diversification of disputes. In July 2016, the Supreme People’s Court and CNMC jointly issued the Notice on the Pilot Work of the Diversification Mechanism for Securities Futures Disputes in some parts of the country, which identifies matters such as the sound transfer of complaints to mechanisms of succession, the strengthening of mechanisms for the pluralization of disputes, guarantees of implementation, which are important for the legal protection of investors’ legitimate interests and the promotion of long-term healthy and stable development of capital markets.

More than two years after the pilot was launched, the results were remarkable: the pilot had been expanded to a large number of securities futures mediation organizations throughout the country, with 55 securities futures pilot organizations, 38 mediation agencies being included in the court-specific roster of invited mediation organizations, initially forming multi-tiered, pluralistic mediation networks covering all areas of operation of capital markets, provinces and municipalities; the dispute settlement had been evident, with over 9116 cases being dealt with directly or commissioned by the courts, a closure rate of 91.33 per cent, a successful mediation rate of 81.28 per cent and a payment of $1497 million.

At present, the full development of the pluralism mechanism could be seen as an additional pound initiative to protect the legitimate interests of investors. The Opinion further expanded the scope of mediation on the basis of maintaining the pilot content framework. Disputes between natural persons, legal persons and illegal organizations concerning contracts and liability for abuse arising from capital market investment operations such as securities, futures, funds, etc. may be included in the scope of mediation. At the same time, mediation operations cover capital market areas, such as securities, futures, funds and market companies.

In the view of the writers, the effective handling and resolution of investor disputes, the protection of the legitimate interests of investors is a fair source of capital markets, a source of confidence and a source of efficiency and development in capital markets. Neutrinos are uncharged elementary particles with extremely small mass. Some people vividly compare them to “hermits” in elementary particles. They hardly interact with any matter. To detect it, humans have to go to great trouble.

The main body of the neutrino detector being installed is a 12 storey plexiglass ball, which is equipped with 20000 tons of liquid scintillators and tens of thousands of photomultiplier tubes. “It is expected that the installation will not be completed until next year.” Wang Yifang said.

At present, the international competition in the field of neutrino detection is quite fierce. Japan’s “top shenoka” detector and the “deep underground neutrino experiment” facility of the United States are under construction. These two experiments are expected to start operation from 2027 to 2030, and the global neutrino experiment will form a tripartite trend in the future.

When it comes to the advantages of Jiangmen neutrino experiment, Wang Yifang is full of confidence. He said that compared with the neutrino experiment under construction in Japan and the United States, the mass order of Jiangmen neutrino measurement neutrino has nothing to do with another unknown parameter CP phase angle of neutrino oscillation.
