However, the market demand for off campus trusteeship has not disappeared with the school providing after-school delay services.</p><p>The reporter can’t understand the “one-to-one service” provided by the securities institutions in various regions, and the parents of the times still don’t understand the “one-to-one service provided by the institutions outside the school”. In this case, after the opening of school this year, the examination, approval and management of off campus trusteeship institutions have been strengthened in many places.</p><p>Off campus trusteeship after double reduction</p><p>Before the “double reduction” policy was announced, many schools in China had launched after-school delay services. According to the data, as of May 2021, a total of 102000 compulsory education schools in China have carried out after-school services, with a student participation rate of 55%.</p><p>The opinions on further reducing students’ homework burden and after-school training burden in the stage of compulsory education issued in July 2021 put forward clear requirements for after-school service, such as ensuring service time, improving service quality and expanding service channels. The purpose is to solve the problem that parents can’t pick up and drop off during working hours. For example, when the school service is over, the parents have not left work, or the school has no meal supply, the students have to sit in the classroom hungry, and the parents may look for an off-campus trusteeship institution.” A teacher in a central city told reporters.</p><p>Strengthen supervision in many places</p><p>Under the background of market demand, in order to ensure the standardization and order of the off campus trusteeship market, all localities have strengthened the management of off campus trusteeship service institutions. Specific measures include strengthening qualification approval, strengthening on-site inspection, publishing the “white list”, etc.</p><p>For example, after the beginning of the new semester, Dinghu District, Zhaoqing City, Guangdong Province organized relevant administrative law enforcement departments to carry out the action of rectifying unlicensed off campus trusteeship institutions. According to the relevant regulations issued locally, the trusteeship institution must be far away from pollution areas and hazard sources. The building property of the house should be a non residential civil building. Since many off campus trusteeship institutions provide catering services for students, food safety is also the focus of inspection. For example, Wuxuan County in Guangxi recently released the list of 67 off campus trusteeship institutions that have obtained the “small catering registration certificate” or “food business license”, and informed the local education and Sports Bureau to urge all primary and secondary schools to publicize in a prominent position in the school in time.</p><p>Under the “double reduction” policy, another important part of the local inspection of the trusteeship institution is whether the trusteeship institution has carried out discipline training in violation of regulations. Previously, many places have stipulated that off campus trusteeship institutions shall not carry out preschool education, other cultural education training and learning counseling activities, and shall not engage in other businesses unrelated to trusteeship activities. The reporter noted that since February, many places have released the list of trusteeship institutions that carry out discipline training in violation of regulations and imposed penalties.</p><p>Online education giants join</p><p>The off campus trusteeship market was favored by online education enterprises. After the introduction of the double reduction policy, many online education enterprises announced the layout of trusteeship business.</p><p>According to public reports, in September 2021, New Oriental took the lead in setting up a custody service company in Nanchang, whose business scope includes off campus custody services for primary and secondary school students. Elite Education announced in August 2021 that it will take the trusteeship center of personalized family education and non disciplinary training as its characteristic business to provide family education, psychological counseling, homework counseling, career planning and other services. Tal established the after-school trusteeship service brand “Bixin” in July 2021. According to the data, “Bixin” mainly provides all-round learning and growth services for students from grades 1 to 6 after school, including safe transfer, healthy diet, homework guidance, etc.</p><p>After the “double reduction”, online education enterprises enter the hosting service market, which is an exploration and attempt of new business. From the actual situation, after more than half a year of development, the after-school hosting business of major online education enterprises is still in the pilot stage and has not been rolled out on a large scale. Take “Bi core” as an example, official account information shows that at present, it has opened more than 10 trust centers in Beijing city and has not yet launched large-scale operations in other cities. The trusteeship services of New Oriental and elite education are similar.</p><p>Under strict supervision, the business scope of off campus custody service institutions is limited, and its income can not be compared with the previous training courses. At present, the off campus trusteeship service market is still dominated by self-employed, which is characterized by small and scattered.
