The Big Story

South Korea Migrates National Capital Markets to Avalanche

South Korea is taking one of the most significant steps in institutional blockchain adoption to date. The Financial Services Commission (FSC) and the Korea Securities Depository (KSD) have begun migrating the country's national capital markets architecture to the Avalanche platform.

The move places a sovereign settlement layer under public blockchain infrastructure for the first time at this scale. This is not a pilot: South Korea is committing its core market plumbing to a distributed ledger that anyone can validate. The announcement signals a fundamental shift in how governments view blockchain technology, moving it from experimental fintech to mission-critical infrastructure. CLARITY Act proponents will point to this as evidence that regulatory clarity unlocks adoption at the national level.

Zcash Breaks $1,000 as Crypto Market Cap Recovers Toward $2.8T

Zcash surged nearly 20% in 24 hours on September 4, breaking above the $1,000 mark to set a fresh all-time high, as a landmark institutional catalyst and a broad market recovery lifted prices across the crypto sector.

Grayscale's Zcash Spot ETF, which launched earlier this week, is the first regulated investment vehicle offering direct exposure to a privacy-focused digital asset.

The filing cleared the SEC and began trading on NYSE Arca, giving institutions a compliant route to ZEC exposure without self-custody or exchange accounts.

CLARITY Act Faces a Serious Delay Threat

The Digital Asset Market Clarity Act is facing a fresh legislative obstacle after House Republican leaders canceled the final two weeks of September, leaving the crypto industry's most important bill in Washington with a dangerously narrow window to advance before the midterm elections.

Punchbowl News senior reporter Brendan Pedersen flagged the schedule change, noting that the House will now adjourn for the year on September 12 instead of September 26.

That means the bill has just eight session days left to clear procedural hurdles, secure floor time, and pass both chambers before Congress heads into a lame-duck session dominated by budget fights and election messaging.

Memecoin MEME Surges 500,000% as Robinhood-AMC Controversy Grows

A token called MEME has become the latest standout from the Pumpfun memecoin launchpad, surging more than 500,000% in a single trading day and briefly pushing its market cap above $250 million.

The move follows a broader revival of speculative activity on Solana-based platforms, where tokens can launch in seconds, attract outsized attention, and generate enormous paper gains before liquidity dries up. The rally coincided with renewed attention to AMC Entertainment's surprise acquisition announcement and retail sentiment around meme stocks, though no formal connection between the token and either AMC or Robinhood has been verified.

Deep Dive of the Week

What Does The GENIUS Act Actually Require Under US Crypto Policy?

The GENIUS Act, signed into law on July 18, 2025, requires every US payment stablecoin issuer to back its tokens with cash-equivalent reserves on a strict 1:1 basis, obtain a federal or state license, publish monthly reserve disclosures, and avoid paying interest or yield to holders.

The law's core obligations, however, are not yet in force. They take effect on January 18, 2027 at the earliest, giving issuers 18 months from enactment to comply. BSCN breaks down what every issuer must do to remain compliant, which tokens are exempt, and what happens if an issuer fails to meet the standard.
