Red net time, September 18 (reporter Zhou Dan) on September 18, the Information Office of Hunan provincial government organized the eighth of a series of press conferences in Hunan Province to celebrate the 70th anniversary of the founding of new China (special session on improving people’s livelihood). Jiang Changzhong, Secretary of the Party group and director of the Provincial Department of education and Secretary of the Education Working Committee of the provincial Party committee, released the achievements of Hunan’s education reform and development in the 70 years since the founding of new China. Over the past 70 years, the strategy of giving priority to the development of education in Hunan Province has been continuously implemented, earth shaking changes have taken place in the face of education, and four historic leaps have been realized.

It has achieved a leap from a province with a large population to a province with a large education

In 1949, 80% of the nearly 30 million people in Hunan were illiterate and semi illiterate.

Over the past 70 years, in addition to the optimization and adjustment of the number of primary schools, the number of various schools in the province has increased several times to hundreds of times. The number of students in school has increased from 2.07 million to 13.5 million, and the total scale of education ranks seventh in the country. The gross enrollment rate of preschool education, the average annual consolidation rate of compulsory education, the gross enrollment rate of high school education and the gross enrollment rate of higher education reached 82.93%, 98%, 92.54% and 49.83% respectively, all higher than the national average level. The average length of education of the working population reached 11.22 years.

It has achieved a leap from scale expansion to connotation improvement

At the beginning of the founding of new China, Hunan’s education was full of waste. Over the past 70 years, we have continuously met the people’s expectations for better education, expanded the scale of running schools and improved the quality of education by leaps and bounds.

“Taojiang experience”, “Dong’an experience” and “Miluo quality education experience” have provided successful examples for China’s educational reform and development. The fundamental task of Building Morality and cultivating people has been effectively implemented, and a number of excellent models such as “national moral model” Zhou Meiling and “national excellent college student” Zou yongsong have emerged; Ranked first in the National Olympic University gold medal competition; Won the championship in the national middle school students’ football match; Activities such as opera and elegant art entering the campus were carried out in depth; The educational reform and development of Luxi County, the school running practice of Taoyuan No. 1 middle school and the labor education of the primary school affiliated to Hunan Vocational College for nationalities have attracted the attention of relevant parties and the central mainstream media. The national teaching achievements of Vocational Colleges and the number of awards in the National Skills Competition ranked among the top 5 in China.

Since 1978, it has trained 2.3 million doctors, masters and bachelors. Four universities and 12 disciplines have entered the ranks of “double first-class” construction, 39 disciplines have entered the top 1% of ESI global ranking, and 5 disciplines have entered the top 1 ‰. The indicators of national famous teaching teachers and teams, scientific and technological innovation platforms and teams in Colleges and universities have remained at the forefront of the country, and a number of landmark scientific and technological achievements have been born, such as C / C Aviation braking materials, supercomputers, medium and low-speed maglev, “manatee” deep-sea drilling rig and so on.

It has realized the leap from “not learning” to “learning”

At the beginning of the founding of new China, the net enrollment rate of primary education in the province was only about 20%. Over the past 70 years, the task of “learning” has been completed, and the vision of “learning” is gradually becoming a reality.

Compulsory education will be exempted from examination, and the children of migrant workers will enjoy the same right to education. The enrollment rate of three types of school-age disabled children and adolescents has reached more than 92%. 107 counties and cities have passed the national recognition of basically balanced compulsory education.

We will completely cancel the policy of recruiting school choice students in ordinary high schools, cancel the bonus items in the encouraged category of the college entrance examination, put an end to the drop of points, and smoothly start the comprehensive reform of the new college entrance examination. We will increase the proportion of students from rural and poor areas attending key universities. Since 2012, more than 40000 students have been enrolled in the three special programs in Hunan.

It has realized the leap from “weak foundation” to “thick family background”

At the beginning of the founding of new China, Hunan’s education foundation was weak and weak.

Over the past 70 years, fundamental changes have taken place in the face of education in Hunan Province. In rural areas, the best house is the school and the most beautiful environment is the campus. The funding guarantee mechanism for urban and rural compulsory education and the cost sharing mechanism for non compulsory education have been fully established, and the allocation per student and student assistance have been fully covered in all school stages.

In 2018, the financial education funds reached 125.2 billion yuan, accounting for 76.8% of the total education funds in the province, nearly 480 times that in 1978.

The development gap between urban and rural compulsory education has been narrowing, the basic ability of vocational education has been continuously strengthened, and the conditions for running colleges and universities have been significantly improved. The Internet access rate of primary and secondary schools exceeded 98%, and was approved as the country’s first education informatization 2.0 pilot province. The total number of teaching staff increased by 7.57 times over 1949, and the qualification rate of ordinary primary and secondary school teachers reached more than 97%.
