“Fenghui village is located in the lower reaches of Shibi River, with developed water system and rich water resources. However, over the years, due to the river reconstruction, the old river channels such as Fenghui, Xinkai, Bianxi and Baozhi have not been connected and silted. In addition, the direct discharge of production and domestic sewage has damaged the original good ecological environment.” Hong Zhongshi, Secretary of the Party committee of Huiwen Town, said that before 2020, due to the siltation of river sludge and the weakening of drainage function, it is prone to floods in the rainy season every year.

In 2019, Wenchang was selected as the national pilot city and county for water system connectivity and Shuimei rural construction, and the pilot project for water system connectivity and Shuimei rural construction was carried out in the Shibi river section. Located in Huiwen Town, the project involves more than 20 villages, including Fenghui village, shibaxing village and Baiyan village, with a population of 12000. The main regulation contents are to remove obstacles, dredge and protect ecological slopes of seven rivers, including the main stream of Shibi River and the natural channel of Shibi River, Hengshan River, Xinkai River, Bian River, Baoshi River and Baozang River, build and reconstruct sluice gates and bridges, collect and treat rural sewage from surrounding villages, and build slow roads, wooden plank roads along rivers and streams 23 cultural landscapes such as the pavilion.

According to reports, in the process of regulation, Wenchang City gives priority to the river sections with poor River connectivity, river siltation and blockage, serious “four chaos” of rivers and lakes, and the river sections with serious waterlogging and urgent transformation needs of the people, increase the water surface area of 500 mu, protect wetlands, supplement ecological water, and improve the flood control and drainage capacity of the river from once in five years to once in 10 years. The benefit area of flood control and drainage has reached 22000 mu, the ecological shoreline rate of the river has reached 80%, and the landmark of Shibi River Basin has reached more than three types of excellent water quality.

“In the process of renovation, we fully listened to the opinions and suggestions of the local people and required that the renovation and transformation of the project must meet the production and living needs of the people.” Wen Chuanbao, member of the Standing Committee of Wenchang municipal Party committee and vice mayor, said that it was precisely because the project transformation listened to the opinions and needs of the local people that the people were very cooperative in supporting the land acquisition and demolition of the project. The project construction has also effectively guaranteed the local irrigation water demand of 1000 mu of farmland, increased the local grain, melon and vegetable production capacity by about 300000 kg, and increased the agricultural output value by nearly one million yuan.

After the transformation, Fenghui village has added three sewage treatment lotus ponds. When the lotus is in full bloom, many people come to Fenghui village to visit.

Enrich the people with water and beautify the village with water. In the process of promoting the construction of water system connectivity and Shuimei rural project, Wenchang uses the ecological river “threading” to connect the characteristic scenic spots along the line, such as shibaxing village, Fenghui village, baiyanlao street and fengjiawan Binhai, so as to drive the surrounding rural tourism.

At present, the pilot project of Wenchang water system connectivity and Shuimei rural project has been completed with a progress of 99.1%, and the project has been rated as excellent in the implementation evaluation of the Ministry of water resources and the Ministry of Finance in 2020. In 2021, Fenghui village, Huiwen Town, Wenchang City was identified as “national rural governance demonstration village” in the second batch of national rural governance demonstration villages and towns released by the Ministry of agriculture and rural areas.

It is reported that Wenchang City will implement the “six water co governance” this year, which will summarize the construction experience of water system connectivity and Shuimei rural project pilot projects, and extend the experience to other construction projects of “six water co governance”.
