Notice on resumption of business in the field of Commerce and trade

According to the notice of the general office of Jilin Provincial People’s Government on several measures to actively respond to the impact of the epidemic and promote consumption replenishment and potential release (Ji Zheng ban Ming Dian [2022] No. 15) and the relevant policy requirements of provincial and municipal epidemic prevention and control, in order to restore the normal production and living order and market-oriented supply system as soon as possible, the notice on the resumption of business in trade related fields of the city is as follows:

1、 From now on, on the premise of implementing various measures for epidemic prevention and control, enterprises (including individual industrial and commercial households) whose business premises are prevention areas and in the following fields can resume business:

2、 Enterprises that resume business should strictly implement the main responsibility for epidemic prevention and control. The prevention and control measures shall be implemented in accordance with the relevant requirements of the guidelines for the normalization of prevention and control of COVID-19 in key places, key units and key populations. Business premises must be regularly and comprehensively disinfected and disinfection and sterilization, kept well ventilated, and fully prepared with epidemic prevention and control materials. Employees must strictly implement the requirements of antigen detection and nucleic acid detection, implement health monitoring, wear N95 mask and do personal protection when working, and shall not work with diseases.

3、 Strengthen operation and management. All places that resume business shall strictly implement prevention and control measures such as “code scanning, temperature measurement, wearing masks, 2m wire, current limit and distance limit” to guide customers to maintain a safe distance. Continue to encourage and advocate businesses to provide “online order + offline contactless distribution” services, and adopt service methods such as outlet operation, reservation service, time-sharing operation, contactless service and contactless cashier to prevent personnel from gathering.

4、 Enterprises that resume business, such as the production, operation, sale and storage of imported cold chain food, shall strictly comply with the requirements, carry out nucleic acid detection and disinfection in the centralized supervision warehouse, and can be listed only after obtaining supporting materials.

5、 Strengthen emergency response. In case of suspicious symptoms such as fever, cough and sore throat, employees of enterprises who resume business should immediately go to the nearest fever clinic point-to-point on the premise of good protection. In case of antigen screening positive or nucleic acid testing positive personnel, report to the local CDC and industry competent departments at the first time, and cooperate with the implementation of various prevention and control measures.

6、 Relevant departments directly under the city, counties (cities), districts and development zones shall formulate specific measures according to the actual situation of the epidemic situation in their respective areas to strengthen the service support for epidemic prevention materials and nucleic acid testing of commercial enterprises. Industry management departments and territories (districts, streets and communities) should comprehensively strengthen supervision, implement supervision responsibilities at all levels, and deal with relevant responsible enterprises and persons who violate the requirements of epidemic prevention and control strictly, severely and expeditiously.
