Rainfall is the key factor inducing geological disasters. More than 90% of geological disasters in flood season are induced by rainfall. The meteorological department predicts that the total precipitation in Sichuan in flood season this year is more than that in the same period of the year.

Key points: extreme weather lasts for a long time, and high mountains and valleys need to be strictly prevented

According to the forecast of the meteorological department, the overall climate situation of Sichuan Province in the flood season (may September) this year is from general to deviation, the flood is more serious than drought, the regional and phased drought and flood disasters are obvious, there are more extreme climate events, and the main rainy area is in northern Sichuan.

According to the rainfall conditions superimposed on the geological environment of Sichuan Province and the prediction of the provincial geological disaster headquarters office, from the perspective of regional distribution, the mountain areas around the basin in Western Sichuan, Longmen Mountain, Northeast Sichuan and southern Sichuan, as well as Panxi area are the areas that must be paid high attention to the prevention and control of geological disasters in Sichuan Province during the flood season this year.

Sichuan has complex geological structure, diverse landform and frequent earthquakes. In particular, the prevention of projects under construction needs to be strengthened.

“This year, we deployed the investigation and rectification of hidden dangers in the field of projects under construction before the flood season. 1614 projects under construction and construction camps have been investigated and 216 problems have been found, and the rectification measures have been implemented one by one.” According to the relevant person in charge of the Provincial Disaster headquarters, in addition, it also carried out “looking back” on the 950 problems found in the special rectification last year to achieve all the rectification in place before the flood season.

According to the requirements of the provincial local disaster headquarters, all industry departments must supervise and guide the prevention and control of geological disasters in their own industry and field in accordance with the requirements of “managing geological disasters in their own industry”, “who causes, who governs” and “who benefits, who invests”. Construction units and construction enterprises of energy, transportation, water conservancy and other projects under construction should strictly implement the risk assessment system of geological disasters on construction land, strengthen the implementation of prevention and control measures, and effectively prevent and reduce disaster risks from the source.

Deepen the disaster prevention idea of “combination of groups and experts”, and implement preventive measures point by point

From the experience of disaster prevention over the years, the disaster prevention path of “combination of groups and experts” is an important experience for successful risk avoidance.

The so-called “group” refers to the monitors and cadres and the masses at each hidden danger point, and the “expert” is the team of experts. During the flood season every year, the expert team sinks to the front line to provide garrison technical support to ensure that hidden dangers are found and personnel are evacuated early.

Experts from the technical support unit stationed in Dazhou for geological disasters carried out patrol inspection on the hidden dangers of geological disasters.

In August last year, a landslide occurred in group 1, Xinjian village, Yingcui Town, Wangcang County, Guangyuan City, and some houses were damaged and collapsed. Just a few days before the landslide, Liu yingminrui, assistant engineer of the 909 hydrogeological engineering geological team of the provincial geological survey and Research Institute, who was responsible for the supervision, captured the traces of hidden dangers and deformation, assisted the local government to transfer the threatened people, and casualties were avoided.

With the “special” leading the “group”, the people’s awareness of disaster prevention and ability to deal with disasters have also been significantly improved. Also in August last year, 33 students in meiziping village, meiziping Town, Yanyuan County, Liangshan Prefecture encountered debris flow on their way back to school. Su Zhengjiang, deputy secretary of the village Party branch, observed that the debris flow was coming and shouted “run”. The students had previously accepted the disaster prevention drill in the village, and the evacuation was orderly and survived.

This year, Sichuan Province will continue to deepen the disaster prevention idea of “combination of group and specialty”. The relevant person in charge of the Provincial Disaster headquarters said that before the flood season this year, the experts of the stationed supervision unit had sunk, investigated and reviewed more than 28000 hidden danger points and 437 new hidden dangers with the local people, and implemented preventive measures point by point. In addition, more than 39000 training exercises were carried out and more than 800000 people participated.
