Trade in cultural property

New wave channel: One and a half years have elapsed since the beginning of the year 2017 of the “cleaning back-to-back” operation in various trading places, such as the Cultural Property Exchange, in various relevant sectors of the country, with the completion or closing of the clean-up inspection process in many provinces, and the national market for cultural property transactions is on the way to go.

The cultural property exchange has been in existence for nearly a decade since its inception, with great innovations and explorations, which have also generated unavoidable problems. In the direction of the future development of cultural property trading institutions, how they work with national cultural and financial policies to serve the real economy, not only on the basis of the existence of cultural property trading institutions, but also on the unique value of industry for the development of national cultural industries.

The development of industries requires new thinking, new planning and a new approach. In view of this, on 28 July, 10 major domestic cultural property exchanges held a working session in Vuhan, which focused on how to further develop the role of cultural property trading agencies, and how the core of the operation of cultural property exchanges is to provide services for the value added of State-owned cultural assets and the development of cultural State enterprises.

According to the New Wave Channel, the General Assembly is primarily concerned with five aspects:

First of all, the General Assembly identified the development context of cultural property trading institutions: the promotion of supply-side reforms in the area of culture, based on the party’s “ninety-ninth” spirit, with a focus on improving the distribution of cultural property systems and the market for cultural elements; work on succession to and development of China’s excellent traditional culture and the provision of quality cultural products; and the promotion of cultural intangible assets, providing a life-cycle service for the cultural industry.

Second, the relationship between cultural property trading agencies and State-owned cultural assets is good: the development of State-owned cultural property transactions is at the heart of cultural property transactions. At the same time, State-owned cultural assets enter the market for cultural property with open billings, which play an important role in promoting anti-corruption and integrity and in doing so.

Thirdly, with regard to the development of cultural property trading institutions, the General Assembly considered that the construction of a cultural market credit system, the development of a cultural intangible asset evaluation system and the construction of multi-tier capital markets in the cultural field, through innovations in mechanisms and systems and the full utilization of Internet economy and large data, manual intelligence, network chain technology, etc., and the establishment of a single integrated service platform for cultural assets.

Fourthly, there is cooperation in cultural property transactions: the formation of the Ten Provinces (Cities) Alliance for Cultural Property Exchanges, whose members will offer relevant columns on the home pages of their respective websites, synchronize the presentation of information on local cultural property projects, achieve full information-sharing and promote the dynamic of regional cultural property markets. The member units will also cooperate in depth in the development and promotion of trade in cultural property products to facilitate their operations. At the same time, the Alliance will establish a regular training exchange mechanism, whereby staff members can learn from each other and be short-listed to improve the level of operational management.

Finally, the meeting explored, inter alia, the establishment of a national integrated service platform for national cultural assets and a comprehensive service platform for cultural property transactions.

According to the new channel, the development of the market sector for cultural property transactions, which, despite the tradies, is a major force for industrial development, must be clearly directed at a critical juncture, not forgetting the minds, insisting on innovation and resolving problems in development. China’s market for trade in cultural property, as a positive industry, still has vast space and can do much! (New waves)
