We will comprehensively launch, consolidate and expand the key achievements of medical security poverty alleviation, effectively connect the implementation of Rural Revitalization strategies and policies, and resolutely hold the bottom line of not returning to poverty on a large scale due to illness.

Fully serve the development of biomedical industry and optimize the business environment, support the inheritance and innovative development of traditional Chinese medicine in terms of fixed-point medical insurance, price management, advantageous projects and payment methods, promote the bidding and procurement of pharmaceutical consumables into the overall development of biomedical industry in the province, help enterprises in the province solve difficulties and support enterprises in the province to “go global”.

We should fully implement the list system of medical treatment, the medical insurance outpatient system, the medical insurance system and the medical assistance system, further standardize and improve the urban and rural residents’ serious illness insurance and maternity insurance system, expand the residents’ “hypertension diabetes” outpatient medication protection mechanism, and push forward the pilot project of long-term care insurance in Kunming.

Pay close attention to the implementation of the national medical insurance catalogue, comprehensively deepen the reform of medical insurance payment methods, deepen the reform of medical service prices, promote the centralized procurement of drugs and medical consumables, improve quality and efficiency, and the total number of drugs purchased in centralized quantities will reach more than 350 during the year, so as to further reduce the prices of drugs and medical consumables. Revise the dynamic adjustment scheme of medical service price, and adjust the price of current medical service items in our province by classification and batch.

We will continue to carry out special rectification actions to combat fraud and insurance fraud, strengthen the supervision of medical insurance funds, improve the long-term mechanism, improve the level of intelligent supervision, and maintain the people’s “medical treatment money” and “life-saving money”.

Accelerate the construction of a unified handling system in the whole province, continuously improve the standardization level of medical insurance handling, strictly implement the list of administrative service items and operation specifications, and improve service awareness, ability and level.

We should improve the mechanism of off-site medical treatment and settlement, expand the coverage of common clinic out-patient direct settlement services, implement five kinds of out-patient special diseases, such as hypertension, diabetes, chronic renal failure, malignant tumor, anti rejection treatment after organ transplantation, and so on. Realize the “one-stop” recognition of outpatient special disease treatment in remote medical institutions in the province.

Promote the construction of medical insurance mobile payment, enrich the application scenarios of medical insurance electronic vouchers, and realize the “palm office” and “fingertip office” of medical insurance payment for medical treatment and drug purchase.

Consolidate the foundation for high-quality development of medical insurance, implement the national insurance plan, support the insurance of workers with new forms of employment, optimize the application of medical insurance information platform, strengthen the comprehensive management of medical insurance big data, and promote the construction of “legal medical insurance”.
