Circular on reporting clues of illegal and criminal activities of “village tyrants” and other rural (community) evil forces
In order to thoroughly implement the instructions of the provincial and municipal anti Mafia office on in-depth combating and remediation of “village tyrants” and other rural (community) evil forces, continue to promote the normalization of the city’s anti Mafia and anti evil struggle, further purify the grass-roots political ecology, and improve the people’s sense of security and satisfaction, Xingtai Public Security Bureau organized and carried out special actions to combat and remediation of “village tyrants” and other rural (community) evil forces according to law, Relevant matters are hereby notified as follows:
1、 Seven types of targets:
Lawbreakers and criminals who run amok in the countryside, seek hegemony and seriously disrupt the normal production and living order of the masses.
“Local ruffians” and “bullies” who make trouble, fight, gather people to make trouble, endanger the interests of the masses, dare not be provoked by the masses and dare not be managed by rural cadres.
Criminals who bully the weak, bully, buy and sell, bully the market, or sit on the ground to pay tribute, gang up and loot.
Organized, disciplined and regular criminal gangs of criminal syndicates and evil forces that disrupt and endanger social order and seriously affect social stability.
Individuals or groups who seek trouble, rely on the power of their family relatives or use their influence to manipulate the election of grass-roots organizations.
Falsely accuse criminals who frame, use hot spots and difficulties, contradictions and disputes to incite the masses, manipulate trouble and undermine rural social stability.
Illegal criminals or gangs employed by people, acting as thugs, harming innocent people and bullying the masses.
2、 Five key points of rectification and crackdown:
1。 Violating the collective will, occupying state and collective resources, selling collective property, damaging the interests of the masses, or taking bribes, abusing power for personal gain, interception and misappropriation in activities such as land circulation and expropriation, resource mining, demolition compensation, engineering construction, management and use of funds benefiting the people, which seriously damage the interests of the masses.
2。 Those who engage in illegal activities, such as fighting, racketeering, and other illegal activities that disrupt the normal life of others, such as organizing people to engage in prostitution, racketeering, and other illegal activities.
3。 Illegal and criminal acts that seriously affect the stability of grass-roots political power, such as controlling grass-roots elections and interfering with grass-roots political power through violence, soft violence and other means, or coercion and inducement by family, clan and gang forces, and using black and evil forces to influence and control grass-roots political power or act as minions and seek illegitimate interests.
4。 They are illegal acts that seriously damage the political ecology at the grass-roots level, such as forming gangs, engaging in gangs, abusing power for personal gain, collusion between officials and businesses, systematic and collapse corruption, and eroding the interests of cadres and collective interests.
5。 Party members, cadres and personnel of grass-roots organizations accept bribes, engage in malpractices for personal gain, act as a “protective umbrella” for “village tyrants” and other evil forces, or dereliction of duty leads to rampant illegal and criminal acts of evil forces in the region.
3、 Precautions for reporting:
Reflect the situation objectively and fairly. The informant shall be responsible for the authenticity of the situation reflected, do not fabricate, exaggerate or distort the facts, and provide brief information such as the time, place and nature of the clue as far as possible. Those who falsely accuse and frame others or manufacture false certificates will bear corresponding legal responsibilities.
Encourage real name reporting. When reporting problems, advocate “real name reporting clues”. The acceptance and verification unit will strictly take confidentiality measures to protect the legitimate rights and interests of the report according to law.
Accurate reporting. The special action to crack down on “village tyrants” only accepts the clues of illegal and criminal activities of “village tyrants” and other rural (community) evil forces. Other petition issues that are not within the scope of the crackdown and rectification will not be accepted. For the clues of reporting discipline violations and “umbrella” of village cadres and public officials, please report to the 12388 reporting platform of discipline inspection and supervision organ.
