Shaanxi has attracted national attention in recent months. One important reason is the “special rectification of illegal villa construction in the north foot of Qinling Mountains”.
The illegal construction of villas in Xi’an at the northern foot of the Qinling Mountains has seriously damaged the ecological environment, but this problem is “whole but not treated, and prohibition is endless”.

However, the problem of illegal construction in Qinling Mountains has not been solved after repeated instructions.
On July 30 this year, the mobilization and deployment meeting for the special rectification of illegal villa construction at the north foot of Qinling mountain was held in Xi’an. It was at this meeting that the news of “the central government sent someone to Xi’an” was confirmed.

According to public information, Xu Lingyi, deputy secretary of the Central Commission for Discipline Inspection, and Chen Zhangyong, director of the eighth Office of the Central Commission for Discipline Inspection, are the leaders of the special rectification working group dispatched by the central government. As for the total number of people in the working group and who the members are, the official has not disclosed.
One detail is that before the deployment meeting, the working group dispatched by the central government and the Shaanxi provincial Party committee had conducted preliminary investigation and research for seven days.

Shaanxi Daily reported on August 1 that the Shaanxi provincial Party committee held a standing committee meeting to study the rectification of illegal villa construction in the north foot of Qinling Mountains. In that report, the Secretary of the Central Commission for Discipline Inspection also gave instructions on this issue.

Replacement of leaders in “hardest hit areas”
In addition to the special rectification working group dispatched by the central government to Xi’an, the supervision team of the general office of the Central Committee also went to Shaanxi for supervision a few days ago.
Local media disclosed that the supervision team of the central office carried out special on-site supervision on the construction of work style in our province around the implementation of the spirit of the 19th CPC National Congress, and fed back the supervision opinions. On August 15, Shaanxi provincial Party committee held a meeting in Xi’an to promote the deployment of rectification work based on the feedback of the supervision team of the central office.

In recent months, Shaanxi has made great efforts in environmental protection, especially the demolition of Qinling Mountains, with only a few cases.
First, hold the ecological and environmental protection event with the highest specification and the largest scale in Shaanxi’s history.
On August 3, Shaanxi held the provincial Conference on ecological and environmental protection. According to China Environment News, the meeting was held from 9 a.m. to 10 p.m., from the first meeting in the morning to the group discussion and the second meeting in the afternoon, and then to the Symposium on implementing the spirit of the meeting held in the evening to talk about understanding, attitude and direction.
This is the first ecological and Environmental Protection Conference held in the name of Shaanxi provincial Party committee and provincial government. It is the highest specification and largest ecological and environmental protection event in Shaanxi’s history.

Shaanxi provincial level has held several special rectification promotion meetings at the north foot of the Qinling Mountains. The venue of this promotion meeting is particular. It was held in Chang’an District of Xi’an on September 6 and Fuyi District of Xi’an on October 21. The central working group sent members to both meetings.
At the meeting on September 6, Hu Heping said, “today’s meeting will be held in Chang’an District. We will come to your ‘hardest hit areas’ to hold this meeting, so that Chang’an District can feel, Xi’an city can feel, Qinling cities can feel, and the whole province can feel our determination”.
The district party secretary of Chang’an District is Wang Qingfeng, who just took office on August 8.
His predecessor was Wang Qiang, who just assumed the new post of secretary of the district Party committee from the post of mayor of Chang’an District in February this year. He has been in office for less than six months and was replaced in August this year.
Wang Qingfeng has been working at the grass-roots level for a long time and once served as secretary of Dali County Party committee in Weinan City. Liu Heng, director of the Publicity Department of the county Party committee, once told the media, “Secretary Qingfeng is a straightforward person. If there are problems on the table, he will never be merciful; if there are achievements, he will be directly encouraged and never covered up.”
“Super villa” highly valued by the Central Working Group
In addition to Chang’an District, Fuyi district has also attracted much attention.
On August 6, the network exposed a “super villa” in caijiapo village, Shijing Town, Fuyi district. The central working group, the provincial Party committee, the provincial Commission for Discipline Inspection and Xi’an municipal Party Committee attached great importance to this clue.
What kind of villa is it? According to Shaanxi Daily:
In August 2005, Chen Lu and Zhi Liang signed a land lease contract with the third villager group of caijiapo village in the name of bonsai planting and landscaping, covering an area of 15 mu and a term of 70 years. Zhiliang paid the villagers’ group a one-time land contract fee of 60000 yuan for 10 years, and began illegal enclosure construction at the end of 2005. In August 2008, one brick concrete building with one floor, two fish ponds, one dog house and three other buildings were built. It is a Chinese antique villa with garden characteristics.
Some villagers said, “the surrounding environment of the villa is very private. There are fish ponds and bonsai inside. It looks like a private manor and garden, as well as stone lions, horse pegs, millstones and many other things like antiques. Its luxury can be seen from its appearance.”
During the supervision, the staff found suspected cultural relics distributed in the hospital. Fuyi District immediately convened the cultural relics department to study and judge, and confiscated 181 non mobile cultural relics and 186 folk stone carvings such as millstones according to law.
Of course, it’s not just demolition.
It is reported that Zhi Liang was put on file for investigation on suspicion of illegally occupying agricultural land.
The investigation team of Xi’an Municipal Commission for Discipline Inspection has conducted a comprehensive investigation on the violation of discipline and law involved in the illegal construction project, and has taken lien on the relevant personnel involved in abuse of power and malpractice for personal gain.
