During the “14th five year plan” period, the coordinated development of Beijing, Tianjin and Hebei initially completed the basic tasks set by the three places in terms of industrial development, Transportation Co Construction and environmental co governance. The non capital function relief and the construction of Beijing, Tianjin and Hebei metropolitan area have entered a new stage of solid progress. In the future, how can Tianjin better serve the coordinated development under the new situation? Recently, our reporter interviewed sun Jiuwen, a researcher at the National Institute of development and strategy and a professor at the school of Applied Economics of Renmin University of China.

According to sun Jiuwen, the coordinated development of Beijing, Tianjin and Hebei has achieved fruitful results all the way. “The unified planning of the three places has formed an institutional guarantee for coordinated development; remarkable achievements have been made in public education, health care, labor and employment, social insurance, public culture and sports; by holding the” bull nose “of easing Beijing’s non capital function, it has effectively alleviated Beijing’s” big City disease “and other prominent problems. In addition, outstanding progress has been made in the three leading areas of industry, transportation and ecological environmental protection.”

The accelerated pace of coordinated development benefits from the unity of the three places’ ideological understanding of the overall situation of coordinated development, especially the collaborative breakthroughs in key areas, which has laid a good foundation for the coordinated development of Beijing, Tianjin and Hebei during the 14th Five Year Plan period. “Beijing, Tianjin and Hebei should take the metropolitan area as the basic unit, improve development planning, build a new growth pole, accelerate the formation of networks and channels between Chengdu metropolitan areas, and strive to create a new situation of coordinated development of Beijing, Tianjin and Hebei metropolitan areas.” Sun Jiuwen said.

In the new situation, Tianjin needs to give full play to its unique advantages in order to better serve this major national strategy. In this regard, sun Jiuwen put forward four suggestions: first, we should pay attention to and promote the formation and development of Tianjin metropolitan area, optimize the spatial structure of the coastal areas of Beijing, Tianjin and Hebei, integrate the coastal heavy industry development belt, and form a new driving force to boost growth. Second, relying on the advantages of modern manufacturing industry and the largest comprehensive port in the north, relying on urban construction, expand and strengthen advantageous characteristic industries, strengthen Tianjin’s status as a national central city, the national advanced manufacturing R & D base and the positioning of the core area of northern international shipping, and consolidate and expand the real economy. Third, Tianjin is a pioneering city in the development of digital economy. We should give full play to this advantage, serve the needs of the implementation of major regional development strategies, and shoulder the important task of digital economy development. Fourth, it is suggested that Binhai New Area build a new “growth triangle” with Beijing Urban sub center, Beijing Zhongguancun and Hebei xiong’an new area, and build Binhai New Area into the vanguard and main force of modern scientific and technological R & D and industrialization by virtue of the policy advantages of coordinated development, effective division of labor and close cooperation.
