Recently, the Institute of ecological civilization of the Chinese Academy of Social Sciences, the China Business District Alliance and the Social Sciences Literature Publishing House jointly released the blue book of the central business district: the development report of the central business district of China (2021) (hereinafter referred to as the “report”). The report points out that facing the new situation and challenges, China’s central business district (CBD) should continue to expand institutional opening and enhance the function of international opening hub; Increase the opening of the service industry to the domestic market and promote the deep integration of domestic and international markets; Strengthen industrial collaborative innovation and enhance the position of Chinese services in the global value chain; Foster a fair competition environment and further play a strategic pivotal role in the new development pattern.

According to the report, the current international situation is undergoing profound and complex changes. In the future, CBD will assume more arduous responsibilities and missions in promoting the new development pattern of international and domestic double circulation.

First, play a pioneering and exploratory role in China’s participation in the reconstruction of the global economic and trade order. The rise of international trade protectionism, profound changes in international economic and trade rules, and triggered the differentiation and reconstruction of the global industrial chain system. At the same time, international investment policies tend to strengthen supervision or restrictive policies. As one of the regions with the most concentrated service industry and the highest opening intensity in China, CBD needs to explore boldly and take the initiative, actively participate in the formulation of international economic and trade rules and standards, accelerate the adaptation to the general trend of the new round of global reform and reconstruction of international economic and trade rules, and play a pioneering role in China’s participation in the reconstruction of the global economic and trade order.

Second, deepen the opening-up of the service industry to the outside world under the guidance of improving international competitiveness. Business services, financial services, science and technology services, cultural media and other service industry market players gathered in CBD deeply participate in key links such as production, distribution, consumption and circulation, and play an important role in promoting the international development pattern. However, due to many reasons, the overall marketization degree of China’s service industry is still relatively low. On the basis of continuing to deepen the opening-up of the service industry to the outside world, it is an inevitable choice for China’s CBD to further accelerate the opening-up of the service industry to the inside, give play to the basic role of competition policy, and cultivate a fair competition environment conducive to the development of the service industry.

Third, strengthen scientific and technological innovation to support China’s value chain to climb to high-end links. China is in the process of climbing the global value chain from advanced manufacturing and service industries to innovative activities. CBD is an important carrier and platform for Chinese enterprises to participate in the division of labor in the global value chain. However, compared with the world-class CBD, there are still gaps in the original innovation ability, the efficiency of the innovation system and the system and mechanism to stimulate talents. We should seize the development opportunity of a new round of technological revolution, comprehensively optimize the innovation ecology, vigorously attract innovative talents and strive to strengthen scientific and technological innovation, Support China’s value chain to climb to high-end links.

Fourth, accelerate the market-oriented reform of factors and improve the ability of global resource allocation. Fully competitive market-oriented allocation can guide the combination of production factors to match more effectively, so as to improve the efficiency of resource allocation and release the potential of economic growth. CBD is an area with a high concentration of various high-end elements such as capital, talents, technology and data. At the same time, it has large multinational enterprises that participate in the division of labor in the global value chain and the allocation of global resources. In the future, we should strengthen the reform of market-oriented allocation, especially improve the market-oriented allocation level of new production factors.
