On April 21, the State Post Office, the Ministry of public security and the state Internet Information Office jointly held a teleconference to deploy and carry out a six-month special action on personal information security in the field of postal express delivery. Liao Jinrong, leader of the special action team and deputy director of the State Post Office, attended the meeting and delivered a speech. Sun Jinfeng, political commissar of the Network Security Bureau of the Ministry of public security, Jiang Guoli, deputy director of the Criminal Investigation Bureau, and Fang Xinping, deputy director of the Network Data Management Bureau of the state network information office, deployed relevant work.

The meeting pointed out that the postal express industry is an important industry field of network security and key information infrastructure protection, and an important part of the national network security work. All regions, departments and enterprises should fully understand the significance of carrying out this special action, take the initiative to act, and make concerted efforts to overcome difficulties, so as to ensure the clear results of the special action. First, we should focus on solving prominent problems to ensure that the violations of citizens’ personal information in the field of postal express are significantly curbed, the intuitive feeling of the public on the protection of postal express face-to-face information is significantly improved, and the weaknesses of information security management in the field of postal express are effectively strengthened. Second, we should find out the bottom line. All enterprises should carry out comprehensive investigation and strictly implement the technical prevention measures of civil air defense, material defense and air defense. Third, we should adhere to synthetic warfare, improve combat effectiveness, have “zero tolerance” for violations of user information security, and severely crack down on illegal and criminal acts such as mail and delivery telecom network fraud and empty package “bill swiping”. Fifth, we should strengthen regulation and vigorously promote the application of virtual security numbers, privacy lists, network identity authentication and other technologies. Sixth, we should consolidate the foundation, strengthen the security protection of key information infrastructure, and establish and improve network security monitoring and early warning and emergency plans for network security events.

The meeting called for strengthening the organization and leadership, strengthening the work guarantee, and paying close attention to the implementation of various measures. We should cooperate closely, give full play to their respective functional advantages and effectively form an overall joint force. Network security, criminal investigation and other departments of public security organs should organically combine the special work with special actions such as “net 2022”, “network protection 2022” and combating telecom network fraud, transfer capable forces and establish special work classes to ensure the implementation of various tasks. The e-mail department should strengthen the coordination and cooperation with the postal administration department and the public security organ, constantly improve the relevant systems and measures for personal information protection in the field of postal express, and effectively improve the level of personal information protection in the field of postal express. All enterprises should implement the main responsibility and strengthen the overall scheduling and internal management of special actions of the whole network.
