Voter atrophy comes from not making governance enjoyable enough to spend your time. That's the beauty of a DAO. Having to spend 4 hours in a call to hear a few proposals is too much time for most people, especially on a weekday. Agreed that voter participation is important, but that's a separate issue to the DUNA imo.
