The testnet will be organized as a series of waves, each consisting of a "sink" or an operational challenge and a "swim" or a Move-based Sui developer challenge. The first three waves will focus on network, staking, and updates, while the last wave will focus on incentives.

The Sui Foundation will also come live during the early waves of the testnet and will play a crucial role in promoting the use cases, applications, and ancillary infrastructure and services of the Sui network. The foundation will provide token grants and developer support for users and builders of the Sui network.
