The Dragon program is a major international scientific and technological cooperation program between the Ministry of science and technology of China and the European Space Agency (ESA) in the field of earth observation. "Dragon plan phase I" was launched in 2004 and ended in April 2008, with a total of 16 research projects. 2008-2012 is the second phase of the "dragon plan", with 25 projects covering six fields: land resources and environment, oceanography and coastal zone, disaster, topographic mapping, atmosphere, correction and verification. It mainly studies the application and development of ESA, TPM and Chinese EO data in the fields of land, ocean and atmospheric Science in China. 2012-2016 is the "dragon plan phase III" stage, with 50 projects.
